In my opinion, he's the best at his position." Russell appeared relieved to hear of his manager's praise, but he couldn't find much consolation. "I was throwing before I had the ball," he said, referring to the muffed double play. "There's no excuse for blowing a play like that." About the grounder through his legs, Russell simply bowed his head. "Took my eyes off it," he said. "No excuse The Astros picked up a game on the Giants and are now 10 Vi behind.

And have their sights set on a series sweep with the Dodgers. "Winning the first game on any trip always helps," said manager Bill Virdon. "Winning the first game here (Dodger Stadium) really helps to pick up the confidence. A new Dodger who got his confidence up was pitcher Bob Welch, recalled from Albuquerque two days previous. Welch came on for John in the sixth and worked two strong innings, giving up one hit and striking out two.

unriveros. Unrelenting, the Dodgers put McLaughlin under fire again in the ninth. But again, he responded. With one out, pinch-hitter Jerry Grote beat out a slow roller. Then, after Lopes went out on a fielder's choice, the pressure fell squarely on Russell, who gained a measure of redemption with an RBI triple past Astros' right fielder Dennis Walling.

Garvey worked McLaughlin to a full count before walking, but that was to be all for the Dodgers. Cey, who reached base safely in four previous trips, lashed a grounder off McLaughlin's leg, but the pitcher stayed with the ball and threw the slow-footed Cey out easily. "He jammed me, and I shouldn't have swung," Cey said. "I guess I wanted to get too much done in a hurry. I should have taken that pitch.

It would have put the kid in a bind." Tuesday's loss put the Dodgers in a predicament, Lasorda refused to bend in the heat of obvious depression. "Maybe you guys will blame Billy (Russell), he said, panning his right hand slowly (Continued from D-l) sell dropped Lopes' throw. Watson followed by hitting into a force for the second out but Art Howe smacked a ground rule double into the seats in left center to score Alou and Watson with two unearned runs. Houston made it 3-0 when Jose Cruz' ground ball dribbled between Russell's legs into left to score Howe. The Astros increased their lead with another run in the second as Terry Puhl and Alou stroked singles and Enos Cabell doubled to left, scoring Puhl.

Houston padded its margin to 5-0 in the fifth when Watson blooped a triple down the right field line and scored on a double play ball. Richard, who boosted his league-leading strikeout total to 123 with seven on Tuesday, was having things pretty much his way through seven innings. Dodger runners reached second just three times in that span, and the only solid hit was a two-out double by Russell in the third. Richard suddenly wilted in the eighth as the Dodger offense sprung to life. 70- 71-141 76-69-145 75- 71-144 71- 76-147 73- 74-147 72- 75-147 76- 72-148 72-76-118 77- 71-148 74- 74-148 75- 73-148 75-74-149 70- 79-149 72- 78-150 74- 74-150 71- 79-150 75- 75-150 73- 78-151 76- 75-151 73-78-151 75-76-151 IP Dana Booth Stan Sauza Bob Clampett Lennie Clements Joe Rassett Chris Gutilla John Brodle Dan Foreman Bob Blomberg Chris Houchin Mike Wydra Jeff Hart Mark Tinder Steve Schroeder Doug Clarke Mark Peilthorp Craig Anderson Joe Flood Ron Commans John Denny ER BB SO New York Gullett W.2-0 Boston Torrez 10-3 Wright 3 1-3 12-3 4 urego 3 32,790.

"We were in on the ground floor and we helped build it," said Clifton. "But we don't get anything." He shrugged, looking resigned to the fact of life which grew out of negotiations between the players association and the league. "We used to play in those All-Star games and we all thought we were playing for pensions," he said.

"That's what we thought it was for. But it wasn't." Unlike other sports, pro basketball All-Star game money always has gone to the member clubs and players performing in the games, never to pensions. T- AGE LIMIT 18 YRS. SAN BERNARDINO By HAL BOCK Associated Press NEW YORK There is no bitterness in Sweetwater Clifton, who went from National Basketball Association star to a Chicago taxi driver. He smiles benignly about life's see-saw and wonders about it sometimes.

"You know, I played professional basketball for 15 years and I don't think I made a total of $100,000," he said. "My top salary was $12,000 in my last years in the NBA. But that wasn't bad because the minimum was $7,500." On June 28, Clifton will be admitted to the Black Athletes Hall Of Fame along with ex-baseball star Frank Robinson, former heavyweight champion Floyd Patterson and former Olympic hurdler Josh Culbreath. It's not bad company for a cabbie. "I was surprised at my selection," he said.

"I felt kind of forgotten. People forget you after awhile." But Clifton has not forgotten basketball. "I see a lot of the games in Chicago Stadium," he said. "I've never been in the new Madison Square though." Sweetwater did, however, spend his share of time in the old Garden. Clifton came to the Knicks in 1950, as one of the first blacks to play in the NBA.

He was purchased from the Harlem Globetrotters. "Abe Saperstein got $10,000 for me, I think," he said. "I got $2,500. But for me, that was a lot of money. And I didn't worry about that.

I just liked to play the game. We played for the sport of it." In seven years with the Knicks, Clifton helped his team reach the NBA finals three times. He became a favorite with the fans, partly because of his unique nickname. "I got the name when I was a kid, because all I ever wanted to drink was soda pop. You know, sweet water," he said.

He was 13 years old when people stopped using his given name, Nathaniel. "That was about a hundred years ago," he laughed. Clifton left New York in 1957 when he was traded to Detroit. He played one season for the Pistons and then retired. "I work for the Yellow Cab Company now," Clifton said.

"I get a lot of basketball people as fares. Pick 'em up all the time, I drive them to and from the stadium and we talk about the game and how it has changed." And it has changed plenty, most visibly in the area of salaries. "I don't get anything from basketball," said Clifton. That's because the lucrative NBA pension plan starts with post-1964 players and excludes the game's 17,394. DP-Montreal 1.

Anton Calleia said he thought the IOC would rather sacrifice the 1984 Summer Olympics than give in to Los Angeles' demands.

"The situation is so rigid at this point that I don't see how a compromise can be reached because one side will have to capitulate and neither seems willing to do so," Calleia told a meeting of the Los Angeles Junior Chamber of Commerce.
