(Pat) Weaver. - - Weaver is the former pre! I-dent and chairman of the board -of -NBC w h o resigned 1 4''$ last September. . He's the man who put the lwaroridin"TV'sPecstadicuctioPnAarTy sloirZ thlrErel:1 years ago and hoisted the Indus" try from the half-hour program rut , Those big-budget, one-shot specials contributed much to Weaver's parting of the ways with NBC. according to the trade grapevine. Though many of the specs won critical approval they were duds at the box office. Apparently Pat went fishing and gave the situation some thought. In the past few weeks he I has ' taken a few healthy thrusts at the TV nets, and unveiled plans for a "Program Service" that could contain the embryo of a fccurth network. To start with, Weaver is trying to line up 40 independent stations in as many markets. It would be a loosely-knit operation, permiting these independents to take shows offered by Weaver's "Program Service" only as they needed them. , For instance, Associated Press writer Charles Mercer reports that if all goes well, .Weaver's organization will bring the children's program, "Ding Dong School,". live from New York to stations in eight cities, starting July 1. Stations have not been announced as yet, but St. Louis was included in the 'eight prospects. There is strong evidence in the "Ding Dong School" plight that Indicates such a "Program Service" or loosely-knit network of independents ,(call.it what you may) could hit. Dr. Frances Horwich's "Ding Dong School" was sacked last January in a wholesale readjustment of NBC's morning lineup. Since then Dr. Frances says she has had 100,000 letters from protesting mothers. , One can think of a dozen or more shows -which have been axed because of poor ratings Jack Webb's "Noah's Ark," "The Brothers," Sid -Caesar,' ' etc. which could be added to Weaver's stable; Some of the shows dropped this season were no more than victims of too strong competition. Perhaps they would have fared bitter on another day at another time. At any rate, Weaver is always an interesting man to listen to or read about. He's no poppinjay addicted to advancing his own cause by 'creatLig controversy. If Weaver's plan can get off the ground it is his hope that it 1 it will eventually be able to fill in the gaps in programming which he claims are caused by the networks' scramble to imitate each other's top rated showswesterns, comedies. It the networks run children's programs from 6:30 to 7, he would counter wit6 informational or good music orit. &mations. 1 Ordinarily, the coming and going of New York network nabobs, either current or former, ,doesn't cause' too much stir in midwestern TV markets. But when a Pat Weaver starts talking about a "fourth network" interest picks up. "Every major city can afford to carry at least four commercial TV stations," he recently told Variety, "three to take care of the networks and a fourth as an and limited programming in which current TV is wallowing." 'CHEYENNE' RODEO: The Clint (Cheyenne) Walker headlined rodeo and Western show, scheduled to be held this weekend at Godfrey Township (Ill.), has again been washed out by recent heavy rain.
