McLamb is expected to talk about how police officers are being used by the federal government to suppress citizens freedom. Associated Press KAMIAH, Idaho A rally celebrating a traditional American way of life has been scheduled for Saturday in Kamiah an hour before an associate of James Bo Gritz is expected to speak.

Evah Jay of Kamiah, a rally organizer, said it is a spontaneous reaction to recent events," meaning the publicity Kamiah has received after Gritz and his supporters announced intentions to move to the area and establish a right-wing Christian Covenant Community. Labor and Industries is required to investigate workplace fatalities. hard feelings from the states investigation of the 1989 Blackstock Lumber Co. fire.

Fire Department spokeswoman Georgia Taylor refused to speculate on that possibility. It is our departments policy that when there is an investigation going on that we dont discuss it until it is all over, she said. At any fire, when something tragic happens, there is always afterwards the second-guessing. If it is used to improve what we are doing, that is good. The state agency cited the department for fire-safety violations in the 1989 blaze, an unsolved arson in which one firefighter died.

The agency fined the city $102,400 for worker-safety violations and criticized it for losing track of firefighters in burning buildings. The city appealed and paid a negotiated settlement of $15,000. In addition, a full-time safety officer was assigned and a better system for tracking firefighters installed. The probe was used to support civil claims for damages by the widow and son of Lt. Matthew Johnson, the firefighter who died, and by injured firefighter William Meredith.

Associated Press SEATTLE City officials are withholding some records from state investigators looking into the possibility that safety rules were violated in the battle against a warehouse fire that killed four firefighters, Department of Labor and Industries officials say. I dont think our investigation is any less important than anything else that is going on as a result of this fire, Labor and Industries spokeswoman Suzanne Taylor told The Seattle Times, which reported on the stalemate Wednesday. The records are vital for our investigation, she said. The firefighters died when a floor collapsed shortly after their jarrival at the fire scene Jan. 5.

The fire was deliberately set. Labor and Industries is required to investigate workplace fatalities. Assistant City Attorney Helaine Honig said the state may have to sue for access to the records, which are being withheld because of an ongoing criminal investigation to determine who set the fire. We are taking our directions from the police, Honig said. Among the records sought are tape Is Your Yard Ready for Spring? I dont know what the relationship would be between the homicide investigation and the training of the firefighters, Taylor said. Weve done a lot of interviews with (fire department) staff and that is going fine, but we are getting to the point where we need that information.

We have to combine it with other details of the investigation to get a full picture. Despite the problems, Labor and Industries Director Mark Brown said investigators have made progress and may finish the probe by mid-March. The prosecutor says that it pro-. motes rape and violence against women, said Breean Beggs, an attorney with Brett and Daugert in Bellingham, Wash.

In my opinion, he misses the whole point, which is that its so bad, you want to do something to stop it. What the state of Washington wants to stop is the sale of the Portland-based magazine, which features graphic cartoon drawings and grainy nude photos of mutilated women and children, including their corpses. The theme of this magazine is rape, according to an affidavit filed by Whatcom County Prosecutor Dave McEachran. Ira Stohl, owner of Newsstand International Business, which sold the 131-page publication, and Newsstand manager Kristina Hjelsand will appear in court today on a charge of promoting pornography. The cover of issue No.

4 of Answer Me! is a cartoon drawing of a waitress with a black eye. Her name tag reads: Hi! I asked for it. The center foldout of the 131-page magazine is a game board: The Rape Game. If youre a loyal Answer Mel reader, youve probably wanted to rape someone at some point in your life. says the game introduction.

Articles in the magazine advocate the beating, rape and torture of women and children, the affidavit said. Jim Goad, the magazines writer, editor and publisher, said he knew it would be controversial. I anticipated highly negative reaction to the issue, sure, Goad said Wednesday. Its a hot topic and one in which sensitivity is undeniably heightened. But Goad denies that his or any publication promotes rape.

Rape is just about the most unmentionable, unspeakable thing there is, he said. If Answer Me! promotes rape, he argues, you can make a similar case for the Bible. Goad said he moved to Oregon three months ago from Hollywood, and only recently devoted his efforts full-time to his magazine. The rape issue sold 13,000 copies, he said. Rape is about sex, with power merely the best means of achieving it, Goad writes.

If men raped primarily out of an urge to dominate and humiliate, dont you think theyd realize Goad said his magazine is protected by the Constitution. The First Amendment was written to protect unpopular opinions and keep government from meddling in the transmission of those opinions, he said. Stohl and Hjelsand also cited First Amendment protections when they refused to pull the magazine from their shelves. They said censorship of the magazine was a dangerous precedent they were unwilling to risk. Beggs, who represents Stohl and Hjelsand, said the magazine is akin to a written documentary on rape.
