The complaint was issued by the board in July. 1947, after two elections in 1946 and 1947. In the first election, the FTA polled a plurality of the votes but the election was set aside on the basis of objections filed by the teamsters.

The second election resulted in plurality for the AFL but the FTA filed objections. Before a ruling was made by the NLRB on the FTA objections, the Tait-Hartley law became effective. Since officers of the CIO union failed to file non-Communist affidavits and thus were barred from seeking recourse with the NLRB on representation matters, the election complaint was dismissed. Today's hearing was restricted solely to the complaint alleging unfair labor practices on the part of CP which represents 42 member companies, and five independent concerns.
