D. Webb Wednesday. Milton Fieg, chairman of the advisory board, notified the group that the Public Roads Administration had approved the hiring of a city planning specialist for a period of three to four months to assist in making an economic analysis of the proposed tunneL The expense of the specialist will be borne by the federal government. Included in the proposed survey which will be conducted by the State Highway Department the improvement of over-the-mountain entrances into Birmingham would also be studied along with the tunnel project. Clayton, principal planning technician of the State Planning Board, and Hill Ferguson, a member of the Jefferson County-regional planning commission, outlined to the group the effect of the proposed tunnel on the developments out of Red Mountain and estimated a 'TOO per cent increase in the over-the-mountain family dwelling units during the next 10 years. The Highway Department was given full leeway in determining Just what was feasible from an economical and practical standpoint in taking care of over-the-mountain traffic situation. In suggesting to the committee that some over-all estimate of cost of construction operation be determined as soon as possible, Rucker Agee, a member of the told the group that before the financing problem was discussed the board should determine from the preliminary engineering survey whether the venture appears to merit closer studv or whether it should be aban-: dnned as impracticable.

Agee's statement prompted the board to takp action on securing such estimates before taking up the more technical and detailed problems which confront the advisory board. 1 U. Nov. 15 OPT Secretary of State Byrnes disclosed yesterday that the United States and Russia are still deadlocked over Soviet demands for the establishment of an Allied Control Council for Japan.

Russia, he said, is insisting upon a unanimity rule in the council similar to the one under which the control council in Berlin functions Byrnes contended that the rule is responsible for failure to accom-plish many things that should have i been done in Germany under the Potsdam agreement. In the proposed Japanese council all members, under the Russian plan, would have an equal voice and all would have to agree before anything could be done. An objection by any one could block action. The United States is holding out for a council in which Gen. Douglas MacArthur.
