NEW YORK, July New York Stock Exchange today issued Its compilation of members customers accounts which. brokerage circles said, showed higher federal reserve margin requirements had restricted stock market activity and hampered operations of large traders. The compilation disclosed 31.9 per cent of members' customers margin accounts "restricted" on May 29 and about 39.4 per cent on April 30. The report showed that approximately 29 per cent of the accounts were similarly affected on March 31, under the old margin requirements prior to new regulations which were promulgated by the Federal Reserve Board on April 1. Stock exchange officials refused to interpret the figures, merely stating that the compilation, based on data submitted by 420 firms, had been forwarded to the Federal Reserve Board in Washington.

Under Federal Reserve Board regulations the term "restricted account" applies to an account the margin on which has not been kept up to the new rate of 55 per cent of the quoted value of the shares therein at any given time. When an account thus becomes "frozen" a trader Is automatically barred from withdrawing cash from the account or making additional commitments until the margin is brought up to requirements. The head margin executive of a leading commission firm said the results of the compilation indicated the new requirements worked as follows: -The survey shows," be said, "that as the market goes down the margins increase the restricted accounts, thereby decreasing purchasing power; on the other hand when the market is going up the margins tend to decrease the number of restricted accounts, thereby enabling traders to operate without putting up additional funds."
