Radio Forum Debates Draft In Peacetime The advantages and disadvantages of compulsory military conscription in peacetime held the attention of four Birmingham men last night in the weekly educational forum over WSGN. conducted by Charles N. Col. Howell, Replacement and School Command, and Capt. Homer C. Smith, public relations officer at the Army Air Base here. Appearing on the negative side of the debate were Dr.

Henry T. Shanks, dean at Birmingham-Southern College. and the Rev. Guy B. McGowan.
