AROUND NORTH COUNTY WEDNESDAY, April 23, 2003 (PSE) North County Times D3 LOCAL BRIEFS Mother remembers plane crash victim rO'rA ters, Ashley, 11, and Bailey, 9, and a son, Johnny, 5. As her children began attending St. James Academy in Solana Beach, Spinnler became involved in their school, coached their soccer league and started the first girls soccer team at the academy. The whole idea was to have a good time at soccer, Otis said. It was about fun.

Otis said Spinnlers nursing duties were often difficult emotionally as well as professionally in the cardiac catheterization lab and day surgery at the hospital. She dealt with it very well, upbeat for the patients relatives and family, said Otis. She gave a lot of confidence to people with very serious (ailments). The only place mother and daughter really seemed to differ, the doctor said quietly, was in their sense of humor. She could make anyone laugh, said Otis.

She made a party out of anything. We were very close, but Im a much more serious person. She was very outgoing. She used to kid me about that. JO MORELAND Staff Writer Shirley Otis shared many things with her daughter, Sheiha Spinnler, including a love of medicine.

Otis, a neurosurgeon who lives in Del Mar, and Spinnler, a registered nurse, worked at the same hospital, Scripps Green in La Jolla. But that ended April 6 when the single-engine Piper plane carrying Spinnler, 34; her best friend, 42-year-old Therese Conlin of Carlsbad, and Conlins friend, Kevin Michael Foley, 42, of San Diego crashed into a mountain shortly after taking off from the Big Bear City Airport. Spinnler, a Carlsbad resident, died in the crash. Only Conlin survived the shocking end to the ski trip. She was in my life every day, Otis said of her daughter Tuesday, the day before Spinnlers ashes were to be scattered over the Pacific Ocean.

They were not only friends, but near neighbors, Otis said of her daughter and ceipts indicate Foley took on 6 gallons of fuel before takeoff. Foley had said they would stop at McClellan-Palomar Airport in Carlsbad to fuel up before continuing to Montgomery Field in San Diego, Conlin told investigators. The report also said Conlin thought the flight seemed normal until seconds before the crash when she thought that they were low over the land. She was leaning down to get a pencil, and they crashed, Otis said. Tossed from the plane on impact, Spinnler and Foley died at the site.

Conlin, who was injured, used her cell phone to get help. Vivacious, lit up peoples lives, very outgoing, Otis said, describing her daughter. She was like the Pied Piper with kids. A competitive rider and jumper as a young horsewoman, Spinnler decided while attending Torrey Pines High School that she wanted to be a nurse. Spinnler later shared her love of sports with her daugh 7, Van crash delays Interstate 15 traffic ESCONDIDO A van rolled over Tuesday morning on northbound Interstate 15, trapping the driver and backing up traffic for some distance south of Escondido, authorities said.

Fire Capt. Russ Knowles said the van crashed just before 10:30 a.m., blocking the two and three lanes just south of Via Rancho Parkway. The van landed on the drivers side. We were able to get her out through the sun roof, said Knowles. An ambulance took the driver to Palomar Medical Center for treatment of shoulder and arm injuries.

PUSD board approves job cuts POWAY The Poway Unified School Districts trustees unanimously approved a resolution Monday that clears the way for nearly two dozen employees to be laid off or have their work hours cut. The move is one step in a budget reduction plan designed to cut $14.5 million from the districts annual budget. Employees affected by the cuts fall into the classified category, which covers administrators, office support workers and other nonteachers in the district. Those whose positions are affected include a department director, two assistant department directors, three supervisors, and several warehouse, maintenance and office employees. Unveiled by Poway schools Superintendent Don Phillips on Monday, the budget reduction plan also calls for 60 teaching positions to be cut in the coming weeks.
