() Critics of Pennsylvania's relief system received a sharp challenge today from its besieged director that they failed to support their conclusions of "waste and inefficiency" in their reports to Governor Earle. Karl De Schweinitz struck back at two reports against his department with a brief statement, that the findings of one were "not substantiated," and the conclusion of the second, were "unwarranted." The newest member of the governor's' cabinet, whose $10,000 job has been hanging in the balance for a month, said he' would substantiate his statement next week in a report of his own to Earle. The executive yesterday gave De Schweinitz a week to answer separate reports of a special investigating committee and state treasurer F. Coair Ross on the administration of the department of pub-lio assistance which takes over all relief activities January 1. De Schweinitz said: "The findings of the governor's relief survey committee that the management' of the department of public assistance is wasteful and inefficient are not substantiated by the committee's report.

"The conclusions of the state treasurer are entirely unwarranted. "I shall substantiate this statement with a report to the governor next week." Governor Earle, after reading the report of his committee which investigated the charges made Mrs Guffey Miller, sister of U. S. Senator Joseph F.
