TIMES-ADVOCATE, Escondido, Sunday, December 3, 1989 D5 Chargers unsettled since Fouts retired Chicago management put up with his antics. However, its questionable how long Chargers management will tolerate the punky QB if hes not winning. Barring a trade which for a top-quality quarterback is nearly impossible Tolliver appears to be the best answer. Tolliver has many of the ingredients to be a quality NFL quarterback. He has a rocket arm that ranks near the top of the league in terms of strength.

He seemingly has unflappable confidence, certainly a necessary commodity for a quarterback. But Tollivers decision-making process and the ability to read defenses, among other things, are still very much in doubt. I know that this is an important four-game stretch for me," Tolliver said. Ive said all along that I plan on taking over this team at some point. Whether that point is now, or somewhere down the road, I dont know.

But its got to start somewhere. Who knows, maybe this start is getting me prepared to take over three years from now. But Id like to think that this could be the start of something big for me. Maybe Tolliver is the piece of the Chargers puzzle at quarterback. Time will tell.

Series: The Jets and Chargers haven't met since the 1983 season when the Jets scored a 41-29 victory in San Diego.

It was only the Jets sixth win in 21 games against San Diego. The Chargers hold a 14-6-1 advantage. The Chargers are 10-3 in home games against New York. Last week: The Jets beat another hapless team, the Atlanta Falcons, 27-7 for their first home win after five losses. Key matchups: Charger QB Billy Joe Tolliver vs. Jets defense While Tolliver's inexperience might be exploited by some defenses, the Jets may not have the team to do it. With the worst ranked defense in the NFL, the Jets could provide easy pickings for the rookie quarterback. On the other hand, is Tolliver ready to take apart the Jets as some other teams have? The winner of this battle wins the game. Jet QB Ken OBrien vs.

Chargers front seven O'Brien has suffered concussions in two straight games, and he has not faced a defense in either game as good as the Chargers. Combined with the fact the Chargers have one of the best pass rushes in the league and the Jets have allowed more sacks than all but one team, could make this afternoon an interesting one for O'Brien. Injury report: Jets TE K.D. Dunn (ankle), TE Billy Griggs (shoulder), WR Michael Harper (knee), RB Mark Konecny (knee), QB Kyle Mackey (elbow), LB Kevin McArthur (ankle), Rich Miano (knee), CB Ste-von Moore (knee), TE Mickey Shuler (knee), CB Terry Williams (knee), Mike Withycombe (knee) are on injured reserve. DE Marty Lyons (knee) is out.

RB Freeman McNeil (ankle) is questionable. TE Greg Werner (neck) and LB Alex Gordon (neck) is probable. For the Chargers, Dennis McKnight (knee), WR Quinn Early (knee), HB Joe Caravello (knee), HB Rod Bernstine (knee), TE Chris Gannon (knee) and DE Gerald Robinson (knee) are on injured reserve. RB Marion Butts (knee) is questionable. LB Gary Plummer (ankle), CB Gill Byrd (ankle), DE Lee Williams (knee), NT Joe Phillips (ankle), Brett Miller (neck) and QB Jim McMahon (knee) are quarterbacks stand for just a second longer, in order to get off a pass in spite of the hits they endure by doing so.

As one Charger coach pointed out this week, McMahon hasnt loss any games, but he also hasnt won any, either." That leaves Tolliver. The rookie was rattled in his first start. It would be hard to imagine a more unimpressive debut than Tollivers. Tolliver found out quickly how much different the regular season is compared to the preseason. So what are the Chargers to do if the rookie cant cut it in the next month? They could draft another college quarterback.

At 4-8, and with a decent chance to finish 5-11, the prospects loom that the Chargers would have one of the top five draft picks. However, this years crop of college quarterbacks is not expected to be strong. Plus, that most likely wouldnt solve the problem for next season. Another option would be to stick with the veteran McMahon and bring Tolliver along slowly. But the Chargers must ask themselves if they want to chance potentially embarrassing off-the-field incidents with the classless McMahon.

When the Bears were winning, cer in the Chargers one-back offense. Since Butts is ready to play, the Chargers did not make the anticipated move of activating rookie running back Victor Floyd from the developmental squad. Notes: Charger wide receiver Anthony Miller needs 116 yards to reach the mark. Miller has four 100-yard games this season, the most by a Charger since tight end Kellen Winslow had four in 1984 Jets quarterback Ken OBrien suffered his second concussion in two games last week against Atlanta. The rookie running back has practiced on a limited basis this week as he has nursed a strained knee. Ever since the bearded quarterback retired following the 1987 season, the Chargers have been in turmoil over that position. Six quarterbacks have tried, unsuccessfully, to fill his shoes.

In the last 22 games, the Chargers have changed quarterbacks nine times. In order, they are: Babe Laufenberg, Mark Malone, Mark Vlasic, Malone, Jim McMahon, David Archer, McMahon, Billy Joe Tolliver, McMahon and now Tolliver. Is there an answer to be found in there somewhere? The Chargers hope the latest change is the first step in answering that question. Tolliver, so dreadful in his first NFL start, represents an important piece of the Chargers puzzle. If the rookie quarterback can perform up to acceptable standards in the next four games, it will make heading into next season a little easier.

It will also help determine if the Chargers want to re-sign McMahon, who becomes a restricted free agent at the end of the season. The Chargers hope that Tolliver is the quarterback they were so high on when they drafted him in the second round. So far, theres little evidence to judge whether the selection was wise choice or a Chargers Continued from page D1 the unflappable Tolliver came out of the Seattle game with his confidence intact. I know I stunk up the place the last time I started, he said. But I wanted to get back in and even out the situation from Seattle.

Im not going to go out there and throw timidly. Despite Hennings assertion that the move was not made because of dissatisfaction with McMahon. Tolliver would not be playing if the offense had been more productive. In the last six games, the Chargers have scored just six offensive touchdowns. The teams two-min-ute offense has been consistently inconsistent throughout the season.

At Seattle, Tolliver had been off injured reserve for just two weeks after being sidelined six weeks with a broken collarbone. He had also had just one week of preparation as a starter. In addition, he was facing a good Seattle defense at the King-dome, one of the toughest stadiums for visiting teams. This time, however, Tolliver has another month under his belt. Although his NFL experience is limited, at least he knows what to expect having gone through a game already.

And he will be playing in the more friendly confines of San Diego Stadium. I think he has a chance to be more effective this time, Tollner said. We werent very effective as an offense up there. He didnt hit the passes that he needed to hit. This time, Id like to think that hell make the plays that are there.

Asked what he expects from Tolliver, Henning replied, I expect him to play better than he did last time. At least no one can blame the Chargers for having high expectations. In reality, it shouldnt be difficult for Tolliver to improve on his first-game performance, considering he is facing the NFLs worst defense. The Jets also rank last against the pass. I dont think theres anything thats easy in this league, said Tolliver.

They have some talented people lining up on defense, just like every team in the NFL does. One factor that does not figure to come into play today, as it did in Seattle, is the defensive pressure applied on Tolliver. The Jets (3-9) have just 19 sacks. The Seahawks pressured Tolliver early in the game, most notably linebacker Rufus Porter. The pressure seemed to unnerve Tolliver, something his offensive linemen later noted.
