So says tin Reporter, and we should ike to know what it means by such a statement, when the streets and gutters are in Democratic care. Mrs.

Armstrong is the Republican candidate. M. M. Cook retires from the Marion Commonwealth, and takes his leave iu a long and yery affecting valedictory. Montgomery has undertaken the very doubtful experiment of regulating gambling bv fixing a license therefor at 81,000.

There is a broom factory at Huntsville. One man, with the assistance of a hand to stitch the brooms, makes three dozen a day. By the death of Hon. William P. Chilton, Dr.

Joseph H. Johnson, of Talladega, succeeds to the office of Grand Master of Nfasons in Alabama. Chancellor Felder has dissolved the injunction iu the Barber-Taylor imbroglio at Montgomery. Barber has appealed to the Supreme Court The Tuskaloosa Monitor describes Gov Lindsays late message as a deluge of fine words, with but a slight sprinkle of common ideas. The Board of Mayor and Aldermen of Huntsville have purchased teu acres of ground on Hall stieet for a graveyard for the colored people.

Two negroes and two mules wCte drew nod one day last week while attempt ing to cross "NVhitsetts creek, two and a half miles this side of Newbern. Three old and much respected citizens of Pickens county, have died within a short time Benjamin Nevitt, aged 7(i years; Maj. John D. Johnson, and J. Peables.

Tne Montgomery board of aldermen has authorized the mayor to negotiate the city bonds at 90 cts. for the purpose of commencing the ubk. city -hell -pj mar ket house. J. C.

Rupert, of Pollard, while riding on the cow-catcher" of a train from NYhiting to Pollard, was thrown off by the train coming in contact with a cow. His right leg was broken between the knee and ankle joint in the fall. In the House on the 1st a resolution was introduced to hoist the U. S. flag over the capitol while the Legislature was in session.

A dozen or more Democratic members at once jumped up and -declared it out of order The house of some negroes on Paint Rook, in Jackson county, was stoned and the negroes beaten -with clubs on the 21st ult. EzekieVKennedy, Robert Crews, Robert and NYesley McNally Were arrested as the criminals. Judge Bustecd has just decided that holding the office of alderman before the rebellion, and participating in it, is a disqualification for office under the fourteenth amendment consequently J. 8. Winter ceases to be solicitor for Montgomery, and R.

Knox is. J. E. Purkerson and Luke Tatum have been bound over to the Jackson Circuit Court in a bomb of 82,000 each, ou the charge of murder in the killing of Ned Larkins, and $500 each on the charge of assault with intent to murder in the wounditlg-of Frank Larkins at the same time both acts by disguised men. If there is strong proof against the parties, the bail is very small indeed.

The Seottsboro Herald says We learn that negroes have been whipped iit the NVhitfield saw mill, anil at Moodys saw mill in the vicinity of this place within the last week or two, that negroes have been notified to leave their present homes in the neighborhood of Larkiusvilie, and that trouble of the same kind exists abuyo Stevenson, iu this county. It was delivered by the Hon. Jeff. Long, of Georgia, on the bill to modify the test oath Mr. Speaker, the object of the hill before the House is to modify the test oatlt. a citizen of the South, living in Georgia, boru aud raised in that State, having been there during the war aud up to the present time, I know the condition of aflairs in that Now, sir, we propose here tq day to modify the test-oath, and to give to those men iu the rebel States who arc disloyal to day to the Government this favor.

NYe propose, sir, to remove political disabilities from the very men who were the leaders of the kuklux aud who have committed midnight ont rages iu that State. NY hat do these men say Before their disabilities are removed they say, NYe will remain quiet until all of our disabilities are removed, aud then we shall again take the lead. NVhv, Mr. Speaker, iu ray State since emancipation there have been over five hundred loyal men shot down by the disloyal meu there, and uttt one of those who took part in committing those outrages lias ever been brought to justice. Do we, then, really propose here to day, yvhen the country is not ready for it, when those disloyal people still hate this ihiveriiuient, when loyal men dare not carry the stars and stripes through 0 ir streets, for if they do they will be tnrued oitk of employment, to relieve from political disability the very men who have committed these kuklux outrages Iil Link that I am doing my duty to my constituents and my duty to my country when I vote against auy such proposition.

Yes, sir; I do mean that murders aud outrages are being committed there. I received no longer ago than this tnoruiug a letter from a man in my State, a loyal man who was appointed postmaster by the President, stating that he was beaten iu the streets a few days ago. I have also received information from the lower part of Georgia that disloyal meu went in the midnight disguised and took a loyal man out and sltot him; aud not one of them has been brought to justice. Loyal -meu are constantly being chiefly beaten. NY hen we take the meu who commit these outrages before judges and juries we find that they are in the bauds of the very ku klttx themselves who protect them.

Mr. Speaker, I propose, as a man raised as a slave, my mother a slave before me, ami my ancestry slaves as far back as I can truce them, yet holding no auimo-ity to ths law-abiding people of my Stale, ayd those who are willing to standby too Government, while 1 am willing-, to remove the disabilities of all such who will suppo't the Government, still I propose for one, knowing the condition of things there in Georgia, not to vote for any modification of the test dath iu favor of dis oval men. Gentlemen on the other side of the House have complimented men on this side. I hope the blood of flte kuklux has not got upon this side; I hope not. If this Honse removes the disabilities of disloyal men by modifying the test-oath, 1 venture to prophesy you will again have trouble from the very same men who gave you trouble before.

1871. This day came John N. Taggart and filed accounts; vouchers, for a partial settlement as fee executor at the estate of John K. Callen It is ordered that the 13th day of 1871, be set for making such settlement, at which time all parties in interest can appear and contest the same if they think proper. J.

F. CONOLEY, Judge. The proposition of S. J. Saffold to do the city printing for this and the succeeding year was accepted by the Council on Monday.

He proposes to do all tin-job printing required by the city for the years for 825, and all the advertising ordered for 50 cfs. per square first insertion, and 25 cts. each subsequent insertion. The Reporter very unkindly says In the City Council meeting it was said that the editor of the Times should ba the city printer partly on account of his great ser-vices, in the recent municipal election, when it toos admitted by many that some of his items 'were calculated to' do more harm than good. The city organ made a great splurge about its enterprise in publishing the city registration list previous to the late election.

It now turns out that it was published as an advertisement, and according to the Reporter, the amount charged for the publication was three times as' much as the cost would have been to have had 500 copies printed. Th following extract from a private letter of Representative Marlowe, dated Feb. 5th, explains itself I succeeded in obtaining the opinion of the Attorney General on the school question, or rather Superintendent- question, to-day. The office of Superintendent is one cf the most impor tant in the gift of the people, and none but a- thoroughly capable ami worthy man should be nominated. He attempted to defend himself, but hi-gun failed to fire, when he received ev-eral severe wounds. He then, bleeding, leaped iu bed with his wife, and perh ps child. They entered his house, drew him out over his wife, carried him into the yard, shot him to pieces, dragged him into the woods, dressed him in a kuklux gown, Tiling him to a limb, and there left him.

W. Larkin and the attempted murder of Frank Larkin on the 21st of December, 1870, near the town of Lark insville. Before the blood of NT V. Larkin ismold, and before the court of investigatibn had concluded its labors, another outrage is committed by two white men by violating the persons of two negro women on the night of the 21st January. On Wednesday night, January 25th, old man Cates, white, was murdered in cold blood near Bellefonte by a band of disguised murderers.

They went to Gates and took the inmates prisoners, but not finding Cates at home, while some stood guard, the others went in search of the old man, and before they had gone more than a few hundred yards they met him, and began an altercation, when the old man called for his gun, and two of them fired, the balls taking effect, the old man fell, and before auy could reach him ho was dead. This is not all, as I learned on yesterday there was a murder committed on the the waters of Paint Bock a few days, since Now, sir, there are three murders and twojrapes, in the short space of one month, and iu one couuty, which will do pretty well I think. A Specimen of the Democratic Attack on President' Grant. Washington. Felt. 3. One of the most striking instances of the utterly untruth ful aud reckless muer in which tin-President is assailed is given, this morning, by the Daily Patriot.

It publishes an editorial irftgntph stating that' 'even effort lias been made by the extreme wing of the Radicals to induce the President not to sign the bill repealing the test oath that members individually and delegations have visited the White House for that purpose; that, General Graut is a mere nose of wax in he hands of reckless politicians, and would obey this dictation if be did not think such a course ruinous to his interests; that, if he should sign it his signature would express no sentiments; tiiat had he felt the least oouoern for the suffering six millions of the Hotlth wlfti are relieved by the bill iu question lie would have re turned it promptly with his signature yestorday, but that lie refused to perform that plain duty, while he listened to stig gestious of hostility to any form of conciliation. Now what shall be thought of an editor who makes such deliberate statements as these iu the face of the following simple fucts that up to 12 oclock of this day the Test Oath bill had not, in regular course of business, been presented by the oommittee ou enrolled bills to the President; that tip to that hour not one single Jtersoti hud spoken to the President on the subject of the bill, either for or against its signature, and that consequently he had had no opportunity for acting upon it; and furthermore, that he approves the principle of the bill as in the direction of the policy he has adhered to himself, and will promptly sign it when presented, Cor.
