Secretary Caspar W. Weinberger of the Department of Health, Education and Welfare said the proposed regulations "would neither exempt nor disrupt intercollegiate athletics as some have feared; rather the regulation moves in the direction of insuring better Opportunities for women in athletic programs." The regulations, implementing Title IX of the Education Amendments of 1972, permit universities to have separate teams for males and females Or a single team open to both sexes.
