I. J' SPECIAL NOTICESi 1 The Nation and Its Capital. To the Muir Of the Globe-Democrat: Alter souse montlus silence oat tbe subject of capital removal, I desire to state that the subject of a transfer of the Federal metropolis, from its place on the koonuiO to Soule central and appropriat place on the Mitosissippi, is not by any means abandoned by the friends of removal. kilenee does OOS abandonment. but strong and enduring growth, of the causes in nature and civilization which are soon to compel the removal of the Federal seat of goverament to the grand valley of the I shall publish early the coming fall an exhaustive argument, illustrated.

with appromi-- ate maps, to demonstrate beyond all question of doubt the political and organic neceosity of the removal of the National Metropolis. I shall go further, and fix the locality and the name of the future capital of the nation. I shall fix the locality where the great continental rivers' loin their waters together; where the Mitisouri, the Upper Alisaimalppi. the Illinois and Lower Missioloppi His unite their tvaterii, and bind together with available navigation more than two-thirds of our territorial domain, and more than one-half of our whole population. I shall call the name of the future Federal Metropolis the City of America.

There is required but one other acquisition to the k'ederalltimily--the admisbion of Utah into the Unionto insure the 'speedy removal of the national capital. The admiosion of that Territory will complete the chain of federal empire across the continent, and stimulate the exercise of the preponderating poi or ot the people in the National Legislature, In all probability a national eonveMiort be called to meet in 1Vashington the coming winter to consider the subjout of gapital removal, and urge iminedinte action -upon the subject. Such a COnlfention Can be made to be a greater expreasion of thy will of the people and of the nation than Congress itself; for it can be made of men more eminent aud able than most of those who compose the National Legislature. Let no man consider the subject of capital removal a dream of an enthusiast, for It is a vital question affecting tho national life and the perpetuity of the lepuolic. Let no loan be ico foolish as to dream that money spent in Washington City to secure the perpetuity of the capital at that place will have the least effect on the subject when the voice of the majority demands remoral.

Pasition and avarice tionstantly plot tor the perpetuity of power, but revolutions sweep times mom ro diepatli of leaLlOrill, progreas. L. U. REATIS. at.

Tbe statement regarding the 'start from Wash. legion to the lair, aunt the second trip as regarding the date, was reiterated by the witness, but with much tionbt and hesitancy. GOTWO TOR yea WITITITSS. There wsis a slight pause in the proceedings at this point of the creme-examination, and utidenlyn large, Ono-Looking mulatto walked forward, placing himself directly in trout of the witnsen. He Ivan then asked it be had ever met tile man standing before hint.

With great beeit trios lie replied that he had met hint once on the "Gold bust." liave you never seep him anywhere else?" You have never seen him in Jefferson City?" "No." The Circuit Attorney then ordered 'Gant to stivance closer and observe the witness, at the sometime requesting Field toremovit the green goggles which be claimed to be wearing on so-count of sore eyes. This Illwas most unwill- ing to do, but at last accost by raisiag them on his forehead, squinting fearfully se he did so. Gant gave a slight laugh and turned away without a word, Field evidently greatly Wow. tied at this unexpected piece ol by-play. Resuming the examination Mr.

Beach still pressed for an acknowledgment of further acquaintenee with Gant. but ie getting unqualified negativet to every queation. The Witnettil then left the stand, awl walked alowiy 141Wilti the door of the Court-room. It then being 8 o'clock, a slight conversation commenced between the Court and counsel regarding the Dumber of witnesses to be examined to-day, and in the midst of it In rushed Freely in an excited mannerostatsd, to the Court that one of the witnesses for the defense had just been "set and lie would like to know what it means. This caused a decided sensation and Court adjourning imtnediately. Afterwards the cause 01 the arrow was eagerly discussed- It was then learned that the witness Field bad served a term in the Penitentiary with Gant for petit larceny, and although his whole testimony was supposed to be a lie, still, as will be seen.

the prosecution bad entrapped him into denyieg that he had ever been in Jefferson City or was intimately acquainted with the maisoleus, hence his arrest. About ball an hour after tbe artjourrmient of Court a message was brought to the Circuit Attorney that Field would like to see hint. Mr. Beach as arst refused to go, but being advised that the better course would be to hear what the man bad to lay, it was decided to do so. Field was Sound in the calaboose.

and as soon as be saw Beach commenced a mimed story as to how he had coins to make such fool of himself; which, however, simmered down to the simple statement that his whole testimony, almost in every particular, had been simon pure perjury. Illerpphis, 13reenville and Vicksbantaorhor ttoo THE WASTE OF WATER. i 1 Tmen ty-el Mill ions of Gallons Pumped Daily for the CityYet the Supply le Iniiiiilieleatkellty Per Cent Is Sated. I Complaint was made through the col Wrong of tag GLODZ-DellOCKAT yeiterday, by a correspondent. that there is not a drop of water to be bad during day time'in the southweet part of the city, from 3econd Carondelet to Jefferson avenues, and from Sidney to Echenandotth streets and in localities adjacent thereto. Property-owners and those who pay a water tax are naturally indignant at this state of affairs.

and are circulating a petition to the Board of Public Improvements for relief. They are without what is Mn absolute necessity to comfort, and are in great danger from tire. tor should a conflagration occur there is no water to extinguish it. By applying at the City Bali yesterday a GIAMIE-DISMOCISAT reborter- ascertained the cause of this shortage in the water Supply. The pumping engines at litissell' Point pump daily 28,000,000 gallons of which is the capacity of the four sewing basins there.

Since the hot weather set in the full amount pumped has been used. and ci that amount it is estimated that fully 50 per cent lik wasted. There is no cheek upon uters. Faucets are left open and hydrants allowed to roe with utter finconoern on the part of the people per-miming it. The water of the TiVeT coutains in suspension and in solution a large amount of organic matter; the impurity reaching from 5 to 8 per cent, but after settlement or nitration the proportion is very small and can be productive of no injury.

Bet these careless Liners jt not permit the water to ettl and it La so pular. Is directly from the river into the pipes. in order to meet the demands. This will account for the serious disooloration, of the water for the pest few days, at times it being so moddy as to be unfit for immediate use. To remedy this evil.

and to stop the waste; the Eettrd of Public Improvements baa asked for an appropriation of $15,000 for the eoustrutsion of meters. It is being ascertained by careful inspectors who the people are that waste the water, and when the meters are constructed thaw people will have to pay for their careless-sees by the thousand It takes. but a abort time to waste 1.000 gal lone of Valor, through an open hydrant. and If comiumers will make an effort to ascertain what proportion of the water drawn is actually used it may teach them a lesson of carefulness, This waste. as will be seen by the above eormounication, works an injustice to those living in the remote regions of the water supply, steels the pipes are drained before the water caa reach them.
