Th first practice for the nonunion players was scheduled to begin at about noon. The Chargers did not announce anjj signings Tuesday, but it was learned that about 30 players have already agreed to sign, including more than a dozen who were with the Chargers during training camp. The Chargers had yet to sign a quarterback, but Rick Neuheisel, their first choice, was expected to sign today. Neuheisel almost earned a job this summer as the Chargers No. 3 quarterback.

The hope on both sides is that an accommodation can be reached quickly on free agency and that if this happens, Upshaw will tell the 1,600 striking members of the NFLPA to return to the practice fields immediately, avoiding the cancellation of any games. Upshaw had indicated in the past that if the owners could give him a free agency system in which there was real movement of play- next years training camp were they not to make our roster coming out of this situation. Saunders said its too early to tell how good the new Chargers might be. I have no idea, he said. I dont know what anybody else has, either, so its hard to make a comparative analysis.

Once games begin, the NFL minimum salary is $50,000. Ortmayer said none of the new players has been promised spots on the roster once the strike ends. We have told several players we think there is a chance that when the strike is settled, roster limits could increase and therefore there may be more positions on this club, Ortmayer said. In the event games are played with non-union members, Teele said, fans would be offered full refunds at the stadium ticket office up until Tuesday of the week of the game. Season ticket holders could choose to apply the refund toward the purchase of 1988 season tickets.

But, Teele added, if fans choose not to accept the full refund, no discounts will be given. In other words, there are no plans to offer reduced prices for the so-called scab games. 2 for arraignment on one felony count of possession of cocaine, plans to plead not guilty and ask for diversion, according to his attorney. In addition to the felony charge Tuesday, Walters also was formally charged with one misdemeanor count of driving while under the influence of drugs or alcohol, said Linda Miller, a spokesman for the district attorneys office. Under diversion, Walters would undergo an education and rehabilitation program supervised by the county probation department. Diversion generally is available to first-time offenders. It seems to us he qualifies according to the penal code, said Maxine Dobro, one of Walters attorneys.

Dobro said the program usually lasts 18-24 months. The charge would be dismissed if Walters successfully completed the program. Dobro said she was undecided as to what course of action she would take concerning the misdemeanor charge, for which Walters faces a maximum penalty of six months in jail and a 1 ,000 fine. The felony charge carries a maximum sentence of three years in prison and a $10,000 fine. Walters was arrested by San Diego police Sept.

14 on suspicion of driving under the influence. At the time of the arrest, police confiscated 1.7 grams of rock cocaine. 4 Walters former teammate, Earl Wilson, was arraigned Tuesday on one felony count of furnishing cocaine to an undercover officer and one felony count of possession of cocaine, Miller said. Wilson was arrested at Lindbergh Field Sept. 15, the day after he was released by the Chargers.

Wilson pleaded not guilty. He faces a maximum sentence of five years in prison and a $10,000 fine. A dispositional hearing was set for Oct. 27; a preliminary hearing was scheduled for Nov. 13.

We really thought the last (strike) pretty well eliminated that (chance of another strike) because the management knew that without the players, they dont have a team, said Garvey, who has indicated he will run for the Democratic nomination for the U.S. Senate seat to be vacated next year by the retiring William Proxmire. Garvey lost to Sen. Robert Kas-teni in a race for the other Wisconsin U.S. Senate seat.

Garvey said he also thought there would be more harmony between the NFLPA and the owners after Upshw took over the NFLPA executive directors position. I have to tell you, quite honestly, since I built the thing and had become such a center of their hatred, I thought removing myself from the scene would really contribute to a better relationship Glad hes out. simply because, in a Newtonian sense, they (owners) had started give me the powers of the Garvey said. The 15-year veteran declined to discuss whether or not refusing to play would affect his contract, which guarantees him a salary this year of $750,000. Fouts agent, Howard Slusher, reportedly instructed another of his clients, Raiders quarterback Marc Wilson, to cross the picket line in order to preserve his guaranteed contract.
