TIMES-ADVOCATE, Escondido, Wednesday, April 2, 1986 C5 Upshaw: Players may strike over drug testing If Rozelle tries to implement his own program without negotiating with us, well take all the necessary steps to stop him, including withholding our services. Gene Upshaw tween the union and the NFL Management Council, he will implement his own drug program, and it will include random testing. In response to that, Upshaw says his union will file charges with the National Labor Relations Board and that he would seek an injunction to block the testing. The league is researching possible drug programs, but Rozelle has not revealed any aspects of any possible program he may implement. He said he does not believe mandatory random testing for drugs would lead to a strike.

Under the collective bargaining agreement between players and owners, which expires at the end of next season, players undergo urinalysis as part of mandatory preseason physical examinations. WASHINGTON (AP) Another NFL players strike? Gene Upshaw, the executive director of the National Football League Players Association, is warning it could happen if NFL Commissioner Pete Rozelle institutes mandatory random drug testing. Upshaw criticized Rozelles plans, saying, Rozelles idea is my way or no way, Soviet-style. Im not saying were on a collision course. Im not suggesting (a players strike), Upshaw continued.

But what I am saying is that if Rozelle tries to implement his own program without negotiating with us, well take all the necessary steps to stop him, including withholding our services. Upshaw said a recent survey of league players revealed that 72 per This season may belong to Winslow By Jay Posner imes-Advocate Sportswriter LOS ANGELES He was almost a forgotten man last year, making more news off the field than on it. But Chargers Coach Don Coryell says things will be different this year for Kellen Winslow. Im looking forward to a big year from him and Im sure he is, too, Coryell said Tuesday at the AFC Western Division coaches conference here. Physically, hes fine, and mentally hell be great.

He has something he wants to prove and well certainly give him the chance to prove hes as great as he ever was. Winslow was once considered the premier tight end in the NFL. But then came a serious knee injury midway through the 1984 season and a lengthy rehabilitation period. Winslow returned seven games into last season, but he was unable to regain his all-league form. At one point, after seeing little playing time in a game against Denver, Winslow caused a furor cent of them are opposed to random testing.

The players are strong on the issue, Upshaw said. Rozelle insists that if no agreement on drug testing is reached be Something to prove. when he missed practice to fly to Canada for a promotion. Winslow finished the season with 25 catches for 318 yards. He did not score a touchdown.

Still, Coryell isnt worried. "It was very important mentally that Winslow even played at all last year, Coryell said. Now he knows he can take a hit. Last year he was hesitant because he wasnt sure if hed do well. He didnt want to look bad.

Now Im sure he has the confidence hell be as good as he ever was. Do I share it? You bet I do. Its a lot of trouble if the fundraisers dont come off. The lower divisions run easily, she added. The kids are cute and the parents watch them.

But when they get to be 13, 14 and 15 years old, its hard to run it. Parents dont come to the games. Another expense is the volunteer effort, which Jardin says isnt always there. In all Little League theres always a mess, she said. Theres a mess especially with money and volunteers.

If we were in business, some of these people would be fired. The only thing you can do is just hope they come back and do a better job the next year. based on how far he can hit a ball. Another behind-the-scenes expense is the pay for the umpires and scorekeepers involved in youth baseball. Villalobos estimates that it costs his league $10,000 a season in umpires and $800 for scorekeepers.

Between the regular fees, sponsorships, Bat-a-Buck and Womens Auxiliary activities, such as running the snack bar, Little League has the potential to gross $30,000. But that money goes straight into payments for league costs. The fund-raisers are a burden, especially with the older kids, because people are busy, said Jardin. $378. Nobody wants to insure youth programs anymore.

Its very difficult to get insurance companies to insure youth sports because of lawsuits. We cant tax the families, because they lose out. We have some real hardship cases. So well have fund-raisers. The San Marcos youth league is allowed three fund-raisers a year, and this year, says Villalobos, it will be forced to rely heavily on them.

Last year it earned an estimated $8,000 to $10,000 from its candy sales, while the Escondido National Little League runs Bat-a-Buck, in which a child collects pledges Cost Continued from page Cl seys ranges from 25 cents to 75 cents a letter and numbers start around 50 cents. For those teams with matching pants and tops, the bottom half of the uniform ranges from $11 to $17 and an extra pair of tube socks goes for around $2. Clothing and equipment are just the expenses that can be seen. Another cost for the various leagues is insurance. We can expect that hospitalization will cost $1,400 a year now, said Villalobos.

Last year we paid Chargers Continued from page Cl is for defense, meaning there is a greater likelihood of finding a good -offensive lineman with a later pick. 1 There is a problem, however. There arent that many really outstanding defensive players (in the draft), Coryell said. Its a better draft for offense than it is for 'defense. And which area of the defense would Coryell like to improve? Well, when youre last in the deague, you cant be too choosy.

Were concerned about every position, Coryell said, though -were a little less concerned about our defensive backs. That leaves the defensive line, which is young and has a right to improve, and the linebackers, who played below par last year. Billy Ray Smith is the only linebacker were completely satisfied with, Coryell said. We have to improve there, no question. The selection of linebackers in the draft, however, is quite limited, Coryell said.

The odds of the Chargers selecting a quarterback in the first round to eventually replace Dan Fouts, who has been injured in each of the past three seasons and will be 35 when the 1986 season starts, appear to be slim. The two quarterbacks generally believed to be the best in the draft are Iowas Chuck Long and Purdues Jim Everett. Both are likely to be gone by the time the Chargers turn arrives. And if theyre not? Theres a likelihood of anything if someones there, Coryell said. We know Danny cant play forev-; er.

But Id have to be sure the play er we picked is better than Mark Herrmann, who played so well for us last year. Another area Coryell said the Chargers may invest a pick in is placekicker, where Bob Thomas was marginal at best last year after taking over for the injured Rolf Be-nirschke. Well definitely be interested, Coryell said. Hank Bauer (special teams coach) has been all over the country and checked out about every good kicker. We hope Rolf will be well and well welcome him back.

But so much depends on a mans foot now in this game that wed like to get someone else who can kick and then find out in training camp whos best. Benirschke, however, has recently begun kicking again, and the Chargers are encouraged by his progress. A kicker will likely be drafted, but probably not until the last few rounds. Of course, when you have 17 picks, you can afford to take a few chances. Its a long way from a few years ago (1982) when our first pick wasnt until the seventh round, Coryell said.

That was sad. For Chargers fans, of course, its sad that the team hasnt had a winning year since 1982, going 6-10, 7-9 and 8-8 the past three years. There was much speculation last year that Coryell might not be asked to return for his eighth full season with the Chargers, but his contract was extended one year through 1987. I dont want to get out of it until I win, get that good feeling again, Coryell said. People remember your last year more than any other year.

Flores also explained that Wilson was playing injured for most of the season. The quarterback suffered an ankle injury in his first start and then a separated shoulder (non-throwing arm) two weeks later.

Flores, however, did not say Wilson will be the Raiders No. 1 quarterback when the 1986 season begins. Of course, he didnt say Wilson would not be the starter, either. We have to have a starting point, but well decide that when the time comes, Flores said. As for who is No.

1, thats not clear-cut. Wilsons competition comes from Jim Plunkett, who will be 38 when the. season begins, and Rusty Hilger, who threw just 13 passes in his rookie year last year. Plunkett, who started the first three games of 1985 before suffering a shoulder injury, is the favorite to become No. 1, according to a source close to the Raiders.

Raiders Continued from page Cl Wilson has been much maligned by Raider fans and the L.A. media throughout his six years with the club. This past offseason, he was subject of a newspaper poll Ithat asked readers to select L.A.s worst quarterback, Wilson or the Rams Dieter Brock. Nowhere have I seen a quarterback maligned like the two were in this city, Flores said. Nowhere.

talk about an injustice. Last year, Wilson was one of only three quarterbacks in the league with a completion percentage under 50 (49.7). Wilson fired 16 touchdowns last year, but he also tossed 21 interceptions, not counting the three he threw in the playoff loss to New England. Flores prefers to point out that the Raiders won the AFC West and were 11-2 in regular season games Wilson started. Im not down on Marc like other people are, Flores said.
