Fob James, with little advance notice, has made plans to ask the 1981 Legislature to pass budgets for the next two fiscal years, rather than the single 1982 fiscal year, aides said Friday. But it remains uncertain if James will actually introduce the two-year budget proposal during the opening weeks of the session, hold it back till later, or shelve it altogether. James has said in recent weeks he wants the Legislature to pass a proposed constitutional amendment putting the major budgets on a two-year schedule. But not even in his Tuesday night address to the Legislature did he hint that he wants two-year budgeting to begin this session. The first official sign that James is making plans for a two-year budget came two days after the speech, when he released printed copies of his legislative package.

A former New York resident who now lives in southeast Alabama, Gilbert Larry Font of Hartford, charges that a nuclear service company and various government agencies were negligent in allowing him to be exposed to-radioactive waste in 1969. Walker also concluded that the amount of time devoted to household chores has not changed substantially in recent years. One type of work has simply been replaced by another. Many labor-saving devices lighten the work load, but they require time for service, maintenance and repair, Gauger and Ms. Walker said. Gauger and Ms.

Walker said that wives who work outside the home generally spend about two hours less a day on household chores than their non-working counterparts. But the researchers said that, in general, the figures do not show that husbands increase their work contribution if their wives are employed. Gauger and Ms. Walker found that in a family of four with two children, the youngest of whom was between 12 and 17, a non-employed wife contributed $10,000 worth of household work a year. Her husband contributed $2,200 worth and each teen-ager contributed $1,100.

The total value of contributions was $14,400. In a similar family where the wife held an outside job, she contributed only $6,300 worth of household work a year almost 40 percent less than her ncr. employed counterpart The contributions of her husband and children, however, were about the same as in the family where the wife worked. (AP) Gov. Fob James is proposing legislation to reduce the 16 state holidays to 12, but his plan would give state workers the choice of taking off on Martin Luther King's birthday. The state has never observed the Jan. 15 birthday of the slain civil rights leader, and bills to mqke his birthday a state holiday have failed to pass the Alabama Legislature. James, in his thick legislative program distributed to legislators, said state law requires 13 holidays and governors traditionally have given state employees an extra day at Thanksgiving, Christmas and New Year's The three extra days are proper, James said, because many private businesses give them.

But other state holidays, don't coincide with holidays in the private sector, he said It is wrong for state employees to receive percent more holidays than the average ettoen, especially if all other elements of employee compensation are competitive to the private sector, he said. in James' legislation, he proposes combining the statu holidays for the birthdays of Jefferson Davte, Thomas Jefferson, Robert Udisce Rpnpnes tel called "Honoree's It would be observed the fourth Monday in February. The holiday schedule, if approved by the I legislature, would take effect Oct 1.
