Jon Anderson of Yes sings "Loved by the Sun" and sounds at home with such lyrics as, "Enchantment plays its cards all right, hand in hand with the workings of the seasons." The record's highlight, "Is Your Love Strong Enough," comes from Boxy Music's Bryan Ferry. The performance is straightforward but bears Ferry's eclectic stamp.

His work on guitar, bass and keyboards provides the texture that is embroidered with Bailey's silver thread of a voice. Also give credit to such guest players as Collins, George Duke, Ray Parker Jr. and Jeff Beck. "Back it Up," a rouser written by Bailey, will remind you that Phil Collins still is a drummer of some note.

"Inside Out," is a pop album that will grow on you even if you're not a fan of the genre. Just concentrate on that voice. Fred Bayles, Associated Press HOWARD JONES, "Action Replay," Electra. Howard Jones is rapidly developing a reputation as another technical wizard in the Thomas Dolby, Todd Rundgren mold. Descriptions of his equipment give the impression that Jones is better equipped with electronic gizmos than the North American Air Defense Command.

In concert he sets his music machines to sequence their parts then journeys to the edge of the stage where he cavorts and sings. Yet for all this new-tech image, Jones often sounds like Barry Mani low on microchip. That's not necessarily a criticism. Jones has the same sweet, strong voice and sense of easy melody as Mani low. And it ain't for nothing that their tunes are catchy.

His latest, a six-song EP, offers up some long, detailed synthmusic. But not surprisingly the strongest song on the album is his current hit, "No One Is to Blame," an uncomplicated number with real musicians, including the ubiquitous Phil Collins on drums and vocals. "Bounce Right Back" and "Specialty," which are also receiving some airplay, are numbers that again take strength from Jones' voice rather than from, the electronics. The rest of the EP is plugged-in Jones interesting, perhaps, to those who can appreciate what a fine job he is doing with the Roland sequencers and Drumulators. But to the few remaining unreformed rock 'n' rollers who consider music both a physical and group effort, it is a little tedious and a tad irritating.

VARIOUS ARTISTS, "Club Paradise," Columbia. Movie sound-track albums are usually useless collections of hit singles in search of a context, but the one for the upcoming Robin Williams comedy "Club Paradise" (Columbia) holds your interest with oddities. The most noticeable one is a duet between the film's co-star, Jamaican reggae singer Jimmy Cliff, and English rocker Elvis Costello. Their "Seven-Day Weekend" is clumsy and affable their voices never mesh, and the melody isn't memorable, but it's a charming effort. The killer cut, however, is "Grenada," by the famed calypso singer the Mighty Sparrow.

Quite aside from its virtues as a rip-roaring piece of music, this must be the fiercest, funniest anti-American diatribe ever to find its way onto an American sound-track album. Very interesting. Ken Tucker, Knight-Ridder and TANGERINE DREAM, "Legend," MCA. Most of "Legend," which features music from the new movie of the same name, sounds like it was composed to support dialogue or action in the film. Without a picture, the music is dull.

Tangerine Dream, the German synthesizer trio, wrote the score for "Legend." The eight instrumental compositions on the album contain many snippets of ideas, but most of them aren't very good, and the interesting ones aren't developed into anything substantial. Some selections don't establish a meter, some don't have a melody and some don't have either. "Fairies" sounds like a bad sound effects record, and "Goblins" deserves its own Excedrin headache number. "Unicorn Theme" has the most engaging melody and texture but quickly fizzles out. 'You're a Good Man Charlie Brown" is on stage Saturday Sunday at the Boeing Amphitheater in Riverfront Park.

Group presents two musicals "You're a Good Man Charlie Brown" is a musical based on the popular "Peanuts" comic strip by Charles Schultz. It will be staged three times this weekend at Boeing Amphitheater in Riverfront Park. Times are 2 and 7:30 p.m. Saturday, 2 p.m. Sunday.

It will also be staged at 2 p.m. July 12 at Daggy Hall in Pullman. Admission is $5 for adults, $2.50 for seniors and students. Fred Bayles, Associated Press Musical comedy fans can enjoy two Pullman Summer Theatre Productions this weekend "George kV" and "You're a Good Man Charlie Brown." "George Mr is described by director Paul Wadleigh as a musical trip down memory lane, a celebration of the music and career of the showman George M. Cohan.

It will be staged today at 6:30 p.m. at WSU's Daggy Hall. It also repeats July 9-12 at the same location at 8 p.m. Is There Life After Housework? A Cleaning Expert to the Rescue Civic readies 'Once Upon a Mattress' PHILIP BAILEY, "Inside Out," Columbia. Philip Bailey can do amazing things with his voice.

Most falsetto singers sound as if they are whiffing massive quantities of helium. However, Bailey's falsetto soars and loops through a range that draws you into the music. With "Inside Out," he further hones a style that began when he was with Earth, Wind and Fire and continued with his "China Wall" album produced by Phil Collins. In his latest effort, a fine collaboration with producer Nile Rodgers, Bailey shows an easy control that is a marvel on such songs as "The Day Will Come." the Middle Ages about conflicts between parents and children. Direction and choreography are by Jean Hardie.

Musical director is Carol Miyamoto. Performance dates are Thursday-Saturday at 8 p.m. Ticekts are $6, $4 for seniors and students. For information, call 325- 2507. The musical fairy tale "Once Upon a Mattress" will be staged at the Spokane Civic Theatre July 11 through Aug.
