Are we happier by ourselves than we were together? Its not clear. deadline to agree on sharing water in the Alabama-Coosa-Tallapoosa river basin. Carrie Kurlander. spokeswoman for Alabama Gov. Don Siegelman, said the state still hopes to resolve the issue without returning to court.

Clearly we have been frustrated with Georgias inflexibility on this issue, but we are absolutely willing to sit down with anyone anytime to discuss the water talks, Kurlander said. The states have been trying for two years to establish a 50-year water allocation formula for the river basins. So far. they have not been able to agree even on the least amount of water that flows across state lines. Talks have stalled since Georgia refused to accept a Feb.

Kerr has said that two main sticking points are the amount of water that flows from Georgia lakes and rivers into Alabama during low-flow times of the year and the amount of water consumption in Georgia during those times. Alabama filed suit against the U.S. Army Corps of Engineers in 1990 to prevent Georgia from increasing the hundreds of millions of gallons of water it uses from upstream lakes. Two years later, Alabama and Georgia agreed to halt the federal lawsuit to try to negotiate a resolution. Campbell said Monday theres no chance the two states will end their feud before Aug. 1, and accused Georgia negotiators of having no interest in pursuing the talks.

I believe they think they're going to do better in court, Campbell said.
