He expressed alarm over the delay in the sewer project because of the suit "My main concern is this will slow down the project and we still have that 1977 deadline to meet But I will not authorize the soil engineers to continue any work until we have assurance of funds for the project," Pace said.

A special meeting of the water board has been called for 3 p.m. Nov. 21 to consider hiring special counsel concerning the civil suit filed by former consulting engineer Ye-Shih Lin; authorization to confer with Environmental Protection Agency representatives on the status of the sewer system project; and suspending all outside consulting work in connection with the project The sewer project is a result of a 1973 state mandate imposed when the Santa Ana River Water Quality Control Board said Yucaipa posed a potential pollution threat A building moratorium was imposed on the area at that time. Although Yucaipa drinking water is not polluted, the state board views the problem on a regional basis, and since Yucaipa is at the headwaters of the Santa Ana drainage system, it is responsible for the quality of water for users downstream.
