It is obvious, that if the authority of United States to call into service and command the militia for the public defence, can be thus even in a state of declared war, and of course underappre-hensions of invasion preceding war, they are not one the purpose mogt of all requiring it: and that the public safety may have no other resource than in those large and permanent military establishments, which are forbidden by the principles of our free government, and against the necessity of which the mflitia were meant to be a constitutional bulwark." The governors of Massachusetts and "Connecticut contended that they were to determine ivh'en any exigences contemplated by the Constitution of the Uui- ted States existed, such psan "invasion," sq as to require them to place tl nilitia in the service of the lUnion. The steadiness with which this desperate charge was macte reflects the highest credit on officers and men.
