corresponding decreases in lailioad freight lutes is to be presented to the association of railway executives at its meeting here It Was announced The proposition is to be submitted by a special committee of railroad officials which last week conferred with government officials at Washington It was stated To effect a reduction of freight rates and at the same time maintain present revenues for the railroads the plan announced was foamulated Increased business brought about by lower freight rates is expected to provide the increased revenue necessary for the inilroads to operate at a fair profit it was stated The plan if approved by the executive will be piesented in an official announcement by executive officials it is expected Those in close touch with the situation pointed out that even if the proposal became effective at once some time will elapse before freight rates could be reduced To decrease rates the railroads would have to go through almost as much formality as to raise them it was stated Conference Is Necessary A conference with employees would first be necessary and if the employees refused to accept- the proposed reductions the case would then be placed before the railroad labor board under present provisions If the railroad labor board authorized the requested reduction in wages the interstate commerce commission would then be required to pass on a proposal to reduce freight rates No overtures for a meeting of railroad executives with railroad union leaders here considering a strike vote had been made by either side so fgr as could be learned Railroad officials have stated repeatedly in the past that a reduction of freight rates is impossible without a corresponding reduction in operating costs They hare pointed out that while a decrease in commodity prices has made a reduction of freight rates desirable railroad earnings have not Justified the decrease even with the potential increase in business taken into consideration While an improvement has been noted since July 1 when the wage cut authorized by the railroad labor board became effective officials assert that this has not reduced operating costs sufficiently to allow a
