But Thursday Hayakawa tried to explain what he thought he said. What happened was I said I intend to run for the U. S. Senate and will make a formal announcement at the end of the year, the famed expert on the meaning of words said. That I did not regard as a formal announcement, but it was treated as such.

He said the difference is that when he makes a formal declaration it will include policy statements and a program of proposals. Hayakawa, 69, became a national figure as president of San Francisco State University with his strong stand against student protest. When he was asked Thursday why he would seek public office, Hayakawa said, "Im sure that personal vanity must have something to do with it. More seriously, my lifelong study is semantics. Solving the problem of communications is what politics is all about.

1975 PUBLIC NOTICES SAN DIEGO (UPI) A submarine that sank off San Diegos shores in 1917 was discovered accidentally by searchers looking for a jet fighter which crashed at sea three years ago, Rear Adm. John Williams said Thursday. A Navy crew aboard the oceanographc ship De Steiguer found the 142-foot submarine FI Oct. 22, said Williams, commander of the West Coast submarine force at Ballast Point. Two days after the discovery, based on information from a sophisticated sidelooking sonar system, a deep submergence rescue vehicle, DSRV-2, dived at the site and photographed the sunken hull.

The hull was intact but had a hole 10 feet high and three feet wide just below the waterline, Lt. David Magyar said. The Navy had no plans to recover the submarine and the bodies of 19 crewmen believed to be aboard. There was no reason to disturb the grave site, according to Capt, Willard Johnson of Submarine Development Group 1. The F-l was riding on the surface in heavy fog when it was rammed by a sister submarine, F-3, on Dec.

18, 1917. Testimony by five survivors indicated the F-l took only 10 seconds to sink. The fog and faulty communications were blamed. Details of the sinking were released 50 years after the event when the wartime re-cords'were declassified. The photographs indicated the top hatch in the conning tower was still open, as was a hatch leading to the engine room, which housed two 400-horsepower diesel engines.

It. looked like someone took a giant axe to the side of the ship, Magyar said. The opening ruptured one of the submarines ballast tanks and flooded the engine compartment, he said. The opening, plus the open hatches, permitted rapid sinking. The discovery was made during a search for an F-4 Phantom jet that crashed in late 1972, the Navy said.

The law, which the 4th U.S. Circuit Court of Appeals said ignores U.S. Supreme Court decisions, provides that an abortion can be performed only when it is necessary to save the life of the mother or child. The Supreme Court has held that that a womans right to ah abortion during her first trimester of pregnancy is strictly a matter between her and her physician. The.

appeals court ruling came in a suit filed in U.S. District Court in Charleston by a 21-year-old unmarried student against the Charleston Area Medical Center. The students physician had been denied the privilege of performing the abortion at the hospital on grounds its antiabortion policy was dictated by state law. The District Court had dis-missed the complaint because, it said, the plaintiff had failed to show irreparable injury or that she had been deprived of her rights under state law. It said also that the womans suit failed to meet the requisites for a class action.

The appeals court disagreed today with all three of these findings. Besides declaring the state abortion law invalid, the court said state action clearly was involved since the hospital received federal Hill-Burton funds, and participated in Medicare and Medicaid programs. As to irreparable injury, the appellate court cited such factors as psychological harm, the problems of an unwanted child, inability to care for a child and the stigma of unwed motherhood. It returned the case to District Court, directing it to issue an injunction requiring the hospital to ignore the unconstitutional state law and abandon its own antiabortion policy. Court records showed that the unmarried student later obtained an abortion outside of West Virginia.

Lawrence Beck ESCONDIDO Lawrence Beck, 70, who resided at Lawrence Welks Country Club Village, died Nov. 2 at a hospital in La Mesa. He was bora April 22, 1905, in Utah. He had lived in Escondido for 6V years and in California since 1926. He was retired from both the Railway Express Agency and the Crest Forest District at Crestline.

Mr. Beck was a member of the Rim of the World Lodge 711, at Twin Peaks and a past patron of Granada Chapter 442, Order of the Eastern Star, at Alhambra. Surviving are his wife, Alice Summers Beck; a daughter, Jeannette Bush; a son, Delmar R. Bush; two grandchildren; and several nieces and nephews. A memorial service will be held at 2 p.m.

Nov. 9 at the clubhouse at the Lawrence Welk Country Club Village, with burial at sea. The Neptune Society is in charge of arrangements..
