The announcement is made by ty, that Gov. St. John will deliver a lecture on Prohibition at Howe's Opera House, Osage City, on Sunday evening next, at 8 o'clock p. m. No charge for admission IT." From the Peabody Gazette.

The Kansas City Journal has the following The statement is made by a prominrnt ci of Atchison that I lie governor of Kansas has tcrinlned to put into active use mic.Ii agencies as are at his command for ihe suppression of the liquor traUic, and if Leavenworth and Atchison persist in working at the breaking ol'thu l.iw. be will vail an extra session ol the legislature, obtain lrom it to himself, appoint a constabulary lorce in these cities, and thus learn if the liquor trallic cannot be driven out of ihe state. This Is evidence that the Governor favors Representative John K. liastall's plan, which he introduced, last winter, in a bill to provide for a State constabulary. If an extra session of the legislature is called, they should amend tiie law iu any weak points it may have, and siiike out the most objectional clauses.

We sug pest that it should provide that a certain amount of intoxicating liquor may be considered sufficient evidence if found on the premises of person. Thi would obviate the necessity of requiring those who drink to testify agiaust. the seller. remarks. We do not believe the Governor will call an extra session of the Legislature at least we have no reason to thin It so-Last winter, before the session of the Leg.

Islature, we called upon the Governor and gave him an outline of what is known as the "State Constabulary" bill. He did not approve the principle upou which it was based, saying: "I believe in the people themselves enforcing the law, through the ordinary and usual channels." We stated to him that under our elective system officers were chosen to represent the prevailing sentiment of the community In which they lived. Iu a town where the majority believed iu free whisky, the officers would be of that class, and though a majority of the people of the whole state decided so and so, the defeat of the measure would be accomplished by tion action of the local officiary, iu such communities. We tried to convince hi in that as a state Legislature it was our duty to provide for the enforcement State laws iu all communities, and that couid easily be done by the election or appointment of State officers, charged with that spe cial duty, in exceptional cases, as the pro hibitory law. The Governor did not or would not see the force of the reasoning, and we left him, considerably perplexed' In some remarks made when the prohibi' tory bill reported by the temperance committee was under discussion, we stated substantially that while voting for the bill, it pained us to think that the law wouln be entirely fruitless, as its enforcement was left in the hands of communi ties avowedly opposed to it, and it would be a dead letter and so it is, and will be until the principle of enforcement has a State instead of a community basis.

In a recent speech made at Leaven worth, we notice that the Governor Is at last coming to our view of the case, and begins to talk about State Police Com missioners. Any name will do, so long as the vital principle is retained. St John, etc. It places in couvenient shape for reference very valuable documents that have not before been printed together.

There Is an article going the rounds of tbe press from the pen of Sol. Miller, of the Kansas Chief, denouncing the laws of Kansas in general and the prohibitory law in particular. As Mr, Miller has had much to do with making the laws of Kaunas, both as member of the House and Senate, and as journalist, we do not see the force of his denunciations. The editor of the Free Press indorses the silly nonsense about sending "fools' to the Legislature. Mr.

Admire can hardly utter these comments without reflecting on his own member, the Hon. 1. J. McMaster. McMater's was as clear-headed a member as any In the House last wiuter, and it is the utmost folly to Indulge iu this loose clap-trap about him.

Osage county cast 2,287 votes for the Prohibitory Amendment to tke tion while only 1.6S4 voted against it. BY JOHN E. RASTALL. Mr. Frank Nelson's candidacy for the office ofcouuty clerk is warmly approved by all in this section.

His sterling integrity and qualifications are the highest re commendations. The more the people of Osage county become acquainted with Mr Nelson, the more they will like him. Accommodating to a fault; affable, courteous and efficient, all will be satisfied with him in one of the most important of our counj ty offices. According to the programme of princl pies laid down for the government of the Free Press in political matters, as brought out in the Ed. Spaulding matter, that paper will cheerfully accord to Hon.

The making at Peoria, Illinois, by P. W. Crowe, of infernal machines to destroy English steamers while ou the Atlantic, and public buildings, is attracting attention from the fact that ten of these machines packed in plaster of paris were recently seized in England. Crowe pleads "war" as the reason. "Insanity" would do better.

The whole scheme Is cowardly, brutal and murderous to the last degree, acil will undoubtedly be suppressed by the United States Government. If any fighting Is to be done, the Fenians must go to Ireland or England to do it. The United States Is no place for it. This killing innocent passengers on steamers and people walking along the public street, to spite the English government, is on a par with the act of the nurse, who stuck pins in the baby to spite th3 parent Thsre is nothing heroic, patriotic or commendable in such work. It is born in a base heart, and is not relieved by a parti cle of philanthropic feeling which would remedy a real or fancied wrong.
