A-3 Increase in semens ebb DAILY TIMES-ADVOCATE. ESCONDIDO. JUI.Y 1972 WASHINGTON (UPIi-Attorney General Richard G. Klein-dienst announced today that serious crime rose just 1 per cent during the first quarter of 1972, the lowest percentage increase since 1962. The preliminary report of the FBIs Uniform Crime Statistics, coming in the midst of the Democratic National Convention in Miami Beach, also showed that the decade-long crime spiral actually decreased by 6 per cent when rates for the six largest cities were totaled.

New York, Chicago, Los Angeles and Detroit reported reductions in serious crimes, while Houston and Philadelphia were up. A total of 80 of the nations largest cities had lower crime rates during the three-month period, according to the Justice given us nothing but tough words on the crime problem. The FBI quarterly report showed that while crime increased just 1 per cent overall, it was off 1 per cent in cities over 25,000 but increased 4 per cent in the suburbs and 8 per cent in rural areas. Violent crimes were up 2 per cent nationally, with forcible rape up 17 per cent, aggravated assault up 5 per cent and murder up 2 per cent; while robbery was down 2 per cent. Property crimes were up 1 per cent nationally, with burglary up 3 per cent, larceny unchanged and auto theft down 3 per cent.

Geographically, crime rose 4 per cent in the West and 2 per cent in the Northeast, but fell 1 per cent in both the north central and southern states. Jack Schrade has received an okay from Senate Finance Committee, sending it to the Senate floor. The resolution authored by Schrades good friend, Democratic Sen. Randolph Collier of Yreka would name the Mission Valley Viaduct in San Diego after the Republican state senator.

Collier, who chairs the Finance Committee, and his fellow committee members sent the measure on the bridge which would carry Interstate 805 over Interestate 8 to the floor in a Tuesday vote. Schrade, who is facing a tough re-election campaign to retain his seat in November, was in the public limelight earlier this year when he blasted the Capitol press corps for its coverage of a retirement bill he authored. The retirement measure would have allowed one of Schrades former political colleagues, San Diego Municipal Court Judge George Crawford, to retire early. Crawford, a Republican, served with Schrade in the Assembly before he was appointed to the bench by then Gov. Edmund G.

Brown in 1960. The Senate eventually killed the retirement bill, and little or no Senate opposition is expected to the bridge measure. SAN DIEGO, Calif. (AP) -Two of the most modern ships of the Japanese Maritime Self-Defense Force began a fourday goodwill visit Tuesday. The first to dock was the training vessel Katori carrying 160 newly commissioned ensigns and a delegation of Japanese defense officials.

They were greeted by a delegation of Japanese-Americans including Kimona-clad Alexandra Na-kata, San Diegos 19-year-old Miss Japan. Miss Nakata presented a bouquet of carnations to Rear Adm. Nobutoshi Ishikure, commander of the two-ship squadron that includes the destroyer Mochikuzi, a warship built less than two years ago. We have a feeling of deep appreciation and closeness for the ever-expanding city of San Diego, said Ishikure, "not only because she is the sister city of Yokohama and has been extending a warm welcome to the Japan training squadron on its visits here but also because this is the location of the U.S. base where many personnel of the Japan Maritime Self-Defense Force have come to study.

HONOLULU (UPI) -Longshoremen whose work stoppage had halted comnercial waterfront operations throughout the island state of Hawaii for two days went back to work Tuesday night. While representatives of the International Longshoremens and Warehousemens Union (ILWU) negotiated with shippers, dock workers began unloading a container ship that had arrived from San Francisco. The union issued no statement concerning its plans. It was believed, however, that the return to work brought an end to the stop-work demonstration. Hawaiis 900 dockworkers attended stop work meetings Monday and Tuesday, and practically all of them remained off the job both days to demonstrate their unhappiness over a failure to work out a new contract during 15 months of negotiations.

Management charged that the union was trying to "resolve the issues by strike tactics rather than across the table. The union said its actions were not a declaration of a strike. promises he's made with conservative Democrats, Im beginning to wonder, said Zippie Eddie Harper of Orlando, Fla. "He may turn out just like Tricky Dick if he keeps on like hes going. But the skeptics were far outnumbered Tuesday night by the apathetic demonstrators who grooved with their own thing under the huge banyan tree in Flamingo Park.

When Democrats wrangled over the crucial California delegation challenge early Tuesday morning, less than a hundred young protesters watched on a color television set perched on a table in the park. At the same time, nearly 200 jockeyed for a good seat at the swimming pool where skinny dippers frolicked. When McGovern himself showed up to address a senior citizens rally at the Flamingo Park stadium Sunday, only a scattering of youths were intermingled with the oldsters. Fla. McGovern is about the best there is, but I dont think everyone is satisfied with him.

The prospect of McGovern as president was cheered by some of the young people. "Im happy about it, said Bill Kohler, a beer-sipping former Army private who now belongs to Vietnam Veterans Against the War. Id like someone to stop the war right now, and he cant do that. But hes still our best hope. Several nondelegates at Flamingo Park worried that McGovern might change some of his positions.

"I hope he doesnt back down on a lot of implied promises, said Ti Culver, a 23-year-old Minnesota volunteer for the Peoples Party. Hes already backed off on abortion, amnesty and drug laws. An even stronger criticism came from the Zippies, a vocal group of dissidents who broke with the Youth International Party Yippies. "After some of the com MIAMI BEACH, Fla. Sometimes they can be seen cabana hopping along the stretch of hotel beaches, but few are throwing extravagant black-tie parties. In a convention week usually studded with fashion shows, teas and staid ladies functions, there was only one fashion show. Tickets went for a record low $3. And some went begging. These things used to be command performances, said Mrs.

Gilbert Hahn of Washington, who did attend. But now theyre absolutely passe. Its delicious that this aspect is over. Hotel beauty parlors say business is as usual, that the increase in women delegates hasnt helped their business one bit. Slacks, halters and sandals are in, as acceptable on the convention platform as they are on the beach.
