(P)Poisoning of the ground by using too much DDT and three other new wonder bug killers was reported to the American Association of Economic Entomologists today. This poisoning Is bad for many plants, good for a few and of no known human risk.

The discovery does not stop the use of the new insecticides, but opens a new science for farmers and gardeners to "call their shots" by choosing the right bug killer for the right environment. The report was made by Dr. Frank P. Cul linen, assistant chief, bureau of plant industry, soils and agricultural engineering, Washington, D. C.

The other three insect killers are BHC, chlordane and toxaphene. The government has been studying for four years what becomes of the poisons when they are sprayed to protect crops. They sink into the ground. And they stay there. Even after four years in the ground they are harmful to some plants.

Safe Limits Sought Dr. Cullinan said that in spraying, anywhere from six to 80 pounds of Insect killer Is used per I 'I 4, N- --4te Of I ttfZI I acre. Most of that sinks into the ground. Then what may happen is surprising. In one kind of soil the stuff is harmless.

In another it retards plants and interferes with their root growth. It will harm one plant in the same soil where another kind of plant is untouched. The stuff acts like a hormone to make a few plants grow better. It kills some seeds in the ground, but improves others by killing the fungi that eat them. Dr.

Cu ninon said these insecticides have raised yields of fruits, vegetables and field crops and reduced expenses of production. Their use will continue, he said. So the government is looking for the safe limits and antidotes. UN Committee Reports on Breakdown of Parleys PARIS, Dec. 14.

(A')The United Nations good offices committee in Indonesia expressed fears today large-scale fighting may flare again as a result of the breakdown of Dutch-Indonesian negotiations. In a 1600-word report to the security council, the committee left no doubt that a grave situation was developing in the wake of last week's Dutch announcement that further negotiations were useless. The report reached the security eouncil as it prepared to meet tomorrow to consider bids from Israel and Ceylon for membership In the UN. Protest Renewed At the meeting the c(uncil also will be faced with a renewed protest from Hyderabad against India's armed seizure of the princely state in September. The good offices committee said It had no confidence that the present level of truce enforcement could be maintained in The Netherlands went ahead with plans to set up an interim government without participation of the republic of Indonesia.

The interim government is intended to rule until the projected United States of Indonesia can be set up as a full-fledged partner in the Dutch empire.
