Building Site Flooded To Save Foundation BOSTON fAPl-The site of a 150 million dollar business center in the heart of the Back Bay section, once a vast clearing studded with concrete foundations, today is becoming a lake. Engineers workong on the proj ect, acting on company orders, yesterday shut off the pumps keeping out a natural flow of water. They said that within nine days the lake i be 25 feel deep. It's all part of a plan lo protect the foundations from the effects nf cold The action was triggered by failure of the Massachusetts Legislature to act on a proposal to give the Prudential Insurance Co. tax relief for the hotel, stores, office buildings and a convention hall planned the site.
