Cecil Andrus, state cochairman of Walter Mondale's presidential campaign, says a woman should be named to the No. 2 spot on the Democratic ticket this year. "Now is the time," said Andrus, who served as interior secretary while Mondale was vice president. "It's going to happen.

"It's not going to be an easy battle this year," Andrus said of the campaign to unseat President Reagan. Andrus, who has been discussed as a possible candidate for governor again in 1986, said he planned to talk with either Mondale or one of his top aides in the next several days to urge them to select a woman as a running mate. Among Andrus' choices are con-gresswomen Pat Schroeder of Colorado and Geraldine Ferraro of New York and San Francisco Mayor Dianne Feinstein, but "I'm not limiting it to those three." Scanlin will assume the duties shortly after taking the bar exam in July, he said. Evans' plans to open field offices at Pocatello and a northern Idaho city Coeur d'Alene, Moscow or Lewiston were made public last week. Costello said Scanlin was chosen for the northern Idaho spot because of his law degree and his legislative experience.

Railroad cites plan BOISE, Idaho (AP) The Union Pacific System will spend more than $7 million to upgrade southern Idaho railroad tracks this summer and fall. Crews will lay new rail, install new lies, and smooth roadbeds, the company said. Included in the project will be $1 million worth of work on Idaho branch lines. The work is part of Union Pacific System's 1984 track program, which involves 22,000 miles of track in 21 slates. More than 13 miles of new continuous welded rail will be laid on the westbound track of UP's double track main line between Glenns Ferry and Reverse, Nearly seven miles of new continuous welded rail will be installed on the main line near the Idaho-Oregon line between Huntington and Cobb.

Union Pacific will install 38,000 new ties on main line tracks and more than 10,000 tie replacements on branch lines. Cassia grant OK'd WEISER, Idaho AP) The Idaho Water Resource Board has approved two grants of $50,000 each to aid development of two state water projects. At its Weiser meeting on Friday, the board approved a grant to the West Jefferson Flood Cooperative for the Market Lake project. And it gave the same amount to the West Cassia Soil and Water Conservation District, for the Oakley project. The meeting was the first for new board member Robert Hammes.

ANTHONY, Idaho (AP) A former Fremont County sheriff has been charged with lewd and lascivious conduct with a 9-year-old girl, the Fremont County clerk's office says. Jess Butts, 74, of St. Anthony, is scheduled to be arraigned in Madison County Magistrate Court on Tuesday, the clerk's office said on Friday. Madison County Deputy Prosecuting Attorney Dean Dalling said Fremont County authorities asked his office to handle the case because of Butts' association with law enforcement personnel in St, Anthony. The Rev. Mel Baltazar, 49, who had failed to appear at two previous arraignments in the past two weeks, finally appeared voluntarily in 4th District Magistrate Court Friday. Bail was set at $1,500 for the former chaplain at St. Alphonsus Regional Medical Center on two charges of lewd and lascivious conduct with a teenage boy and a third count of engaging in an infamous crime against nature with a second teenager. Baltazar resigned his post at hospital chaplain several weeks after church officials became aware of the impending charges against him.

He then dropped out of sight until Friday when he appeared in court. For Father's Day On The Square' Gift Id BBS Rupert Cancer study rejected 1 IDAHO FALLS, Idaho (AP) A statistician says a study on cancer rates in the Idaho counties around the Idaho National Engineering Laboratory is not valid because of mathematical errors. But the Boise State University sociologist who prepared the study is defending it. BSU Michael Blain says efforts to debunk the study are politically motivated. Blain recently released a study attempting to show a link between radiation releases from INEL and cancer rates in counties downwind from the site.

In a televised discussion, he refused to back down from the findings of his preliminary study. Blain said the report shows there is a need for futher study of possible environmental and health effects from INEL operations in eastern Idaho. Russell Brown of Idaho Falls, a Westinghouse researcher and statistician, said numerous mathematical errors in the report show it "is absolutely flawed" in its statistical analysis of the data on which it was based. Brown said Blain further failed to point out that various other counties in Idaho have higher cancer rates than the six surrounding INEL that were cited in the report.
