IA 94 1 8 4948 ACMETV TV so 11 ZCI9 death penalty statute in the aftermath of a U.S. Supreme Court refusal two years ago to halt the execution of a mentally retarded person. Nelson said debate probably would focus on the definition of a retarded person.

"That's where the difficulty lies. Who is mentally delinquent and who does the evaluation of the defendant?" Nelson said. The measure defines a mentally retarded individual as a person with an IQ of 70 or below, and showing "significantly sub-average general intellectual functioning existing concurrently with the deficits in adaptive behavior and manifested during the developmental period." By Hal Spencer Associated Press OLYMPIA A Seattle legislator said Thursday he will seek to outlaw execution of mentally retarded people, but predicted a tough fight in the Senate. "It'll be difficult, but I am going to push it. It's an issue of compassion, and people who are mentally retarded through no fault of their own should be held to a different standard," said Rep.

Cal Anderson, a Democrat. Senate Law and Justice Chairman Gary Nelson, R-Edmonds, said the panel would hear the bill, but declined to predict how it or the Senate might vote. Sen. Leo Thorsness, R-Seattle, committee vice chairman, said his "gut feeling" is that "if they're competent to stand trial, then they should face the death penalty like anybody else." American Civil Liberties Union lobbyist Gerald Sheehan said he hopes to convince Thorsness and others who share his view that "there is a big difference between being competent to stand trial and being morally culpable for a crime to the extent execution can be called justified." "Even a 7-year-old could pass the legal test for competency. He can talk to his lawyer.

He can know on a general level that he had done wrong. But he still lacks the moral culpability. This is the situation with retarded people, too," Sheehan said. Anderson said he wanted to amend the state's Try One Of Our Delicious Specials BREAKFAST SPECIAL French Toast, I Extra Large Egg, Sausage or '29' Bacon. Jack Rankin, a spokesman for the Air force's Electronic Systems Division at Hanscom Air Force Base, said the contract was "partially terminated" for default because Boeing didn't meet the contract's delivery schedule. Rankin said that Seattle-based Boeing would continue to install and maintain radar sites in Saudi Arabia as part of the contract, but that other work on the system, known as "Peace Shield," would be offered to other American defense contract bidders.

The spokesman said he did not immediately know exactly what portion of the $1.05 billion was being but the project would be continued once a new contractor was found. in a statement issued by the Aerospace and Electronics Division of Boeing Defense and Space Group said the cancellation would be appealed but, if it is upheld, could affect about 400 employees. believe we are not in default on The contract. The company will pursue all available legal or administrative remedies, and we expect that our position ultimately will be upheld," the statement said. believe that no other contractor will be able to complete this complex program without substantial further schedule delays and cost increases," the statement added.

The action against Boeing was the second blow to the defense industry in recent days. On Monday the Pentagon canceled a $6.2 billion contract with General Dynamics Corp. and McDonnell Douglas Corp. for development of the A-1i stealth attack plane for the Navy. Peace Shield is part of a broader air-defense system in Saudi Arabia that includes Boeing-built Airborne Warning and Control System, or AWACS, surveillance planes to monitor and track low-flying aircraft.

Peace Shield, through a system of 17 computers and radars, would link Saudi land, air and naval defenses. The contract was awarded to Boeing-on Feb. 24, 1985, and was originally scheduled for completion in April 1991.
