The mentally ill are flocking to the hospitals for care because of admissions cutbacks at Western State Hospital, the state's largest mental institution, and at other mental healtn facilities, Dunner says. Jon West, a 28-year-old Seattle man, jumped to his death last weekend after seeking help at Harborview and University hospitals.

Both were full. The Harborview staff members who saw West say he showed no signs of potential suicide when they sent him home with his father. But his parents, Taimi and Frank West, say the state isn't taking care of the mentally They blame the hospital for his suicide. "We take the worst in the order they come in," Dunner said. "We take the patient we can best treat in this facility at that time." Another Harborview staffer, who asked to remain anonymous, described it this way: "You've got three people who say they are suicidal, and you've got to decide which one is the worst.

The most severely ill mental patients will be held in restraints, if necessary, until a bed opens up. But the less-disturbed mental patients are funneled back to the community, where a growing number end up wandering the streets, in jail, or, in a few instances, on coroners' reports. The mental health community was hit hard several years ago when the Legislature liberalized the commitment laws for the mentally ill, Dunner said. The number of involuntary commitments in King County has more than doubled since then.

Until last fall the overflow was referred to Western State, but that ended when the state imposed an admissions lid at the hospital to reduce the patient load in a desperate attempt to retain Western State's accreditation. Delbert Kole, head of the state's division of mental health, says the problem is limited resources and skyrocketing need. Dunner says the state must take the blame for increasing numbers of mentally ill people who end up as victims. "If the Legislature doesn't pass something, the number of cases a year will go up," he says. "I guess it's less expensive to pay for suicides and homicides than mental health care."
