Irvin D. Friedman, president, said the union signed a new two-year contract with the employing Plasterers association of Chicago. (A1) Legislation is being drafted to allow doctors licensed in other states to practice in state Institutions without a Washington license, Governor Rosel-linis office announced yesterday. This legislation is aimed at attracting more doctors and psychiatrists for work in state institutions. Officials said the measure is to be presented to the Washington State Medical association before it is submitted to the 1959 legislature. The legislation, Dr. Garrett Ileyns, state institutions director, pointed out, is being worded to keep doctors and psychiatrists out of private practice until they are fully licensed by the state of Washington.

He was born In Shreveport, where his parents founded a mission that grew into a church. To keep him quiet when he was a tot, his mother used to give him a triangle to bang on during the church music. In Kilgore, the family joined the First Baptist church, and Van sang in the choir. In New York, he joined the Calvary Baptist church, just down the street from Carnegie hall. He has written hymns and short pieces for the church and composed a choral setting for a psalm which was sung on the radio here.

Hes a friendly character who loves people and practical jokes. Quite a boy. SUPER QUALITY By DOC QUIGG NEW YORK, April 18. (UP) If we can stop yapping about juvenile delinquency long enough, it might be well to ponder the fact that a couple of our juveniles are international sensations. One is Bobby Fischer of Brooklyn, who at 14 set the chess world on its ear by defeating grand masters to win the United States championship.

He now is entitled to a crack at the world chess title, held by Smyslov of Russia. The other is Van Cliburn of Shreveport, and Kilgore, Texas, who at 23 set Moscow on its ear this week by winning the Tchaikovsky international piano competition. This extroverted Irish-Texan (both his mother and father are of Irish descent) gave his first public concert in Shreveport at the age of three. Started Early When he was six, he and his mother, a concert pianist, were giving recitals together. On his first day in school in Shreveport, the teacher asked him if he could read.

Yes, he said, I can read music. When he came here in 1954 to compete for the coveted Edgar N. Leventritt award, they laughed when he sat down to play (honest, thats what Im told by those who were there). He looked like a misplaced basketball player. Hes six-feet-four but has a mop of curly hair that springs up so that he looks about six-feet-seven.

His hand spans ll1 inches. He walks with a gangling lope. His They Are His Friends Came the reception, and Mrs. Leventritt had to fight her way into the room through a mob of strangers. Honey, said Van, sweeping an arm toward 75 Texans, see these people? These here are a few of mah friends.

Cliburns southern ways and Russian style got him the nickname Uncle Vanya at Columbia Artists Management, which has managed him for the last four years. When he decided to go to Moscow, a Columbia spokesman said: "Theyll have to get an interpreter to interpret for Vans English interpreter. Cliburn (pronounced Clyburn) is, according to William H. Judd, vice president at Columbia, crazy about hominy grits, black-eyed peas, ham with red gravy, pot-likker, collard and mustard greens, and fried steak. There has been some speculation here about how Russian food has hit him.

I am without money. I am hungry. When police took Asher in for questioning, they found $41.25 in his pocket. Policemen clapped hands, slammed doors and all but stood on their heads trying to get Asher to admit he was neither mute nor deaf. All failed.

However, Asher will face court tomorrow on a charge of procuring money while falsely pretending to be deaf and dumb. When the policemen gave up their attempts to question him and Asher sorted out of the station, he picked up a paper sack of his soiled laundry to take with him. Garrett Heyns, state director of institutions, said three of the new counselors would be assigned to supervise girls released from the Maple Lane and Martha Washington schools. WASHINGTON, April 18. MV-The federal communications commission has been ordered to make its own investigation of irregularities in a Miami TV case already probed by a house subcommittee. The order was issued yesterday by the United States court of appeals which told the FCC to determine whether one or more of the applicants for TV channel 10 in Miami may be disqualified by reason of misconduct to receive an award of a television construction permit. The upshot could be the loss of the channel 10 license by Public Service Television National Airlines subsidiary, which was awarded the permit in February 1957 on a 4-2 vote of the FCC.

A house subcommittee which looked into the channel 10 case for nearly two months heard testimony of pressures exerted on behalf of rival applicants for the TV channel, valued at millions of dollars. Denials of any wrongdoing were made by National Airlines officials and by Col. A. Frank Katzentine, a Miami Beach radio station operator who lost in his bid for the TV channel. The victory for the ruling national party in Wednesdays election might bring significant changes in the country's relations with Britain, however. Prime Minister Johannes Strij-dom and other nationalist leaders had appealed for indorsement as an indication that the majority of the countrys whites want to establish a republic and loosen ties with the British crown.

A voluble segment of the national party wants South Africa to quit the British commonwealth entirely. UfV-Top lieutenants of rebel leader Fidel Castro were believed gathering in the Sierra Maestra today to reassess failures in their campaign to overthrow President Ful-gencio Batista. A rebel radio broadcast from Castros mountain headquarters In eastern Cuba said leaders would be changed in areas where sabotage and armed uprisings failed last week. Castro called the meeeting to plan ways of avoiding future bungling. He angrily ordered the execution of any of his six provincial command leaders who failed to attend the meeting, the broadcast said. It hinted that Castro has sided with 12 officers in his Havana command against Havana rebel boss Faustino Perez.

The 12 accused Perez of fumbling which enabled Batista's troops to crush an attempted general strike and armed uprising in Havana April 9. The broadcast repeated Castro's pledge to continue his rebellion until Batista is overthrown. SEED AND INSECTICIDE E. 2422 SPRAGUE SMITH-MOORE SAWDUST CO. OPEN A M.
