Under the circumstances, I may seem to be a heel for editing the name of the stock you mentioned out of your letter before using it in the column.

Your letter is typical of a batch that have come in lately asking about old stocks. This is somewhat unusual. Normally, letters such as yours fill the when old stock certificates are turned up during spring-cleaning time. Believe me, tracing old securities is not nice and easy. I only hope that readers will understand that I cannot possibly per- from that chore for all those who write in asking.

Anyone who has an old stock certificate can do as follows: First, go to the office of a brokerage firm. There, ask if the stock has any market value or if there is any information available about it. If you are a customer of the brokerage firm, that firm will normally put in a good deal of effort for you. But, if you're not a customer you can hardly expect the broker to do a lot work and research for you. And, if you can't contract a brokerage firm, you can ask your bank to help you.

2 Mariette Drive, $15,500. 434-6953. 10to34 'Folklore' LOS ANGELES (AP)-Oregon's Gov. Mark 0. Hatfield says "we are all married to the politician, and onr governmental in-laws will live with as all the days of onr lives." Ilatfield.

addressing Occidental College students, said that despite the public's low opinion of politics and politicians, "government in the United States is generally belter than we, as citizens, deserve." Hatfield remarked that people. In writing to him, use snch terms as "inefficient, dirty, graft ridden, stupid, grasping, dictatorial, traitorous, lying and incompetent." This attitude, he con- tinned, has become a "folklore of democracy." He said many Americans mistakenly believe that government "is expected to be, at best, inadequate." ance from a broker. Again, I stress that banks perform many services for their customers. Now, if you have run into a blank wall, write to the office of the Secretary of State in the capital of the state in which the company was incorporated. The name of the state is printed on the stock certificate.

(Please, dear readers, let's not have a mailbag full of letters asking for the capitals of the 50 states. You can look them up in the World Almanac.) The office of the state's secretary of state will at least be able to tell you if the company's charter is still in effect and may also be able to give you additional information. However, as noted above, tracing old stock certificates can be awfully tough especially when companies have merged, reorganized, etc. Q. I notice that people often write to you to complain about their brokers.

You appear most fair in your answers, using such words as "if what you say is true" or assuming that your broker did what you claim." At this point I would like to say something about my broker. He's a peach. He never pushes me into a lot of buying and selling. But he is very helpful with suggestions and provides me with all kinds of information. He has been just wonderful for me.

Are the others so awful that mine stands out as a shining light? A. No, ma'm. (It should be obvious to other readers that this letter came from a lady.) But many people only write in when they have something to gripe about. Over the years I have known many, many brokers. Some deserve criticism.

Some are just so-so. But I'm sure that you would! rate most of them as, at least acceptable and some, perhaps just peachy-dandy. But to me the worst of all I Nothing ruins optimism in a foods is mutton, sometimes known as lamb. I'd rather cat a pair of wool sox, flavored with ketchup. I dislike mutton so much that I refuse to count sheep when I have insomnia.

F.D.R.'s Cottage Again on Block HYDE PARK, N.Y. (AP) The hide-away cottage where President and Mrs. Franklin D. Roosevelt served hot dogs to West declarer's successful manipulation of the diamond suit. The bidding was routine.

Against the final contract of three no trump, West opened the six of spades, and East's ten forced out the queen. Declarer played a small club with the intention of passing the trick into East's hand, but West put up the jack of clubs and dummy won the trick with the ace. A club was returned and West was in with the queen as East discarded a small heart. West led the king of spades to drive out declarer's last stopper. South held up for one round but won the continuation.

When showed out on the third spade, South saw that he could mot afford to continue developing the club suit, for if West got in once more he would cash enough spade tricks to set the contract. When three tricks already taken in the black suits and two more available in hearts, declarer observed that he would be home if the diamonds ran. Before playing that suit, he cashed the top hearts noting that West followed both times. The latter was known to have started with five spades and four clubs so that, when the king and queen of diamonds were played and West followed with the five and then the ten, his entire distribution was accounted for. A small diamond was led from South 2 NT hand, England's King George VI andithe dummy and declarer's nine forward with relish to serving!
