PLAGENZ Asking what the Prohibition Party stands for is like asking who is buried in Grants tomb. The answer seems obvious, but theres more to it than that. If Gen. Ulysses S. Grant is your answer to who is buried in Grants tomb, you are only half correct.

His wife Julia is also buried there. The Prohibition Party is foursquare against drinking, all right, but that is only part of the answer to what the political group stands for. We have never been a one-issue party as people often think, says Earl Dodge, the Prohibition Partys 1992 presidential candidate. We were the first (in 1872) to campaign for the rights of women and minorities to vote. We supported child-labor reforms from the beginning.

And were for a balanced budget and reducing the size of government as well as reducing the consumption of alcohol and other drugs. The party is also against abortion. Id say we were for family values long before the mqjor parties thought to put that in their platforms, notes Dodge. A 59-year-old Baptist, Dodge lives in Denver, where he operates a successful mail-order business specializing in political memorabilia such as old campaign buttons and posters. (The most collected presidents: Teddy Roosevelt and Harry Truman.) Dodge, who is national chairman of the Prohibition Party, was also his partys presidential candidate in 1988.

He received 8,000 votes (compared to George Bushs nearly 49 million) But the Prohibition Party was on the ballot in only four states -Arkansas, Tennessee, New Mexico and Colorado. Dodge will be on the ballot in just three states on Nov. 3 -Arkansas, Tennessee and New Mexico. But he hopes to get write-in votes elsewhere, particularly in Colorado, Michigan, North Dakota and Minnesota, the site of the partys nominating convention (in Minneapolis) last year. The problem for the Prohibitionists is that states require so many signatures on petitions for a third party to be listed on the presidential ballot (for example, 750,000 in California).

Dodge doesnt have the following of Ross Perot, of course. But no matter the obstacles that have been put in its way, the Prohibition Party has had a candidate in every presidential elec- tion since 1872, three years after the group was founded. The unbridled growth of sal- oons and breweries after the Civil War led to the founding of the National Prohibition Party and the Anti-Saloon League, which were eventually successful in enacting Prohibition in the country in 1920. Known as the 18th, Amendment, Prohibition was re-, pealed in 1933. The Prohibition Party had its presidential heyday around the turn of the century.

In the 1892 election, a Civil War general named John Bidwell ran on the Prohibition ticket and received 270,000 votes to winner Grover Clevelands 5.5 million. Bidwells total would be equal today to nearly 2.5 million presidential votes, says Dodge. If Prohibition comes back, as Prohibitionists expect, it wont be by Constitutional amendment, Dodge predicts. It will be because people are getting the. message prohibitionists have been preaching for 123 years: Alcohol is a hazard to health and a menace to society, resulting in broken homes and highway deaths.

A Gallup Poll last year showed that the percentage of adults who are total abstainers just jumped from 28 percent to 44 percent today, Dodge happily claims. Dodge doesnt agree that Prohibition was a failure. He says: The liquor industry would make you believe that it was a time when people were getting killed by bootleggers all the time. But those who lived then remember it as a time when they never saw anybody drunk on the streets and the man of the house wasnt staggering home each night. c1992 NEWSPAPER ENTER- PRISE ASSN.
