The Cordelia Marsh has collapsed in the last few years.

Its deterioration is due to many factors, but basically an overpopulation of owners who have no knowledgement of marsh management and too many shooters who are not real hunters. the Elks Lodge, pointed out that the American flag is one of the major symbols of the lodge and is one of the reasons why Elks Hall is one of the few places where the American flag can fly 24 hours a day. I feel confident that the success of this patriotic project will be emphatically realized as it should be. Many Napans have visited the world famed tower in Paris, among them Judge Thomas Kongsgaard and his wife, Lorraine, who last visited there in the summer of 1981. They thoroughly enjoyed their visits to the imposing and artistic facility which stands 984 feet tall and houses restaurants at several levels, offers a marvelous view overlooking Paris and contains other features.

Part of the tower was being repaired when the Napa couple visited there last. 38,000 and be left minus the attractively designed steel tower from which the American flag was proudly flown for 90 years since the supervisors voted to erect the tower. Undoubtedly, when members of the board of supervisors voted to install the local tower, they were motivated by two purposes" a friendly gesture to the people of Paris that we recognize the Eiffel tower as a world-wide attraction, and as a patriotic move to provide Napa County with a sturdy structure from which the American flag may fly from a site as logical as the courthouse square. I am not competent to judge whether the estimated cost of 315,000 to reconstruct our tower is excessive or not. But I would say that only a person qualified and experienced in such work be hired to undertake the task.

I will add that the only proper solution in this matter is to restore and retain the tower. Ken Lamme, exalted ruler of Napa Elks Lodge, recently appeared before the board of supervisors and strongly urged that the tower be saved. He instituted a drive which up to now raised a total of 35,000 toward the cost of the project. A trust fund has been established at Napa Valley Bank where contributions can be made in the name Save The Tower. Albert Haberger, county administrator and a trustee of Golden Gate span.

Maxwell called on A.P. Giannini, then president of Bank of Italy (later Bank of America) and made a strong plea for the bank to purchase a large amount of the bonds. Giannini obliged by purchasing 33.5 million worth. Evidently some of my stories about duck hunting in the Napa marshes brought back memories to Harry Mitchell, an ardent Vallejo duck hunter. In a letter to me he tells about outings he and a friend, Robert Yates, enjoyed in the marshes below Napa in past years.

He writes in part: Bob and I were raised within a few blocks of Mare Island straits. Both our fathers were duck hunters and each had an interest in small launches with small one cylinder engines. Naturally Bob and I gravitated to this sport and the Dutchman Slough and South Slough and all the adjacent areas were our hunting grounds. Later our friendship with Jack Wilson, the maintenance engineer with the Vallejo Electric Light and Power station at the foot of Kentucky Street in Vallejo expanded our territory to Second Napa where he had an ark. Later the ark was moved to Shoal Water Bay, opposite the wharf of the Coon Island Gun Club.

Your reference to the Appleby Brothers brought to mind other characters such as Pete Nicholas and Jimmy Hughes, market hunters. Frances tower situated in Paris was named for Gustave Eiffel, a famed engineer who designed and built the 984-foot tall facility. An inspection of the local tower made by the county public works staff revealed serious rust conditions which caused rivets to shear apart and recommended that the tower be dismantled, cleaned (sandblasted), decayed parts by replaced or rebuilt and that the structure be subsequently be reconstructed.

An estimate of the cost of the work proposed was set at 315,000. The cost of removal of the tower alone would amount to 35,000, it was pointed out. It was further indicated that to replace the tower with a conventional 50-foot wooden flagpole would cost 33,500 installed. It took four years and four months to construct the bridge which was opened to pedestrians May 27, 1937, and 200,000 people walked across the first day. First automobiles crossed the next day. The bridge today is one of the great landmarks of America. Lowell Edington, former supervisor and presently Napa Countys representative on the bridges board of directors, has served since 1967. Former supervisor Thomas Maxwell, first to serve on the board, served from 1927 to 1941, Nathan Coombs 1941 to 1948, Maxwell (second term) 1949 to 1950, Peter Gasser 1950 to 1967.

Maxwell Bridge, which spans Napa River on Imola Avenue, was named for former supervisor Maxwell. Maxwell had one criticism of the Imola Avenue bridge construction. He felt the approaches to the span should have been on piling rather than by solid earth to permit a wider flow of flood waters at that point.
