0 00 0 0 0 0 0 00 7 Oil Pipeline 'Beneficial' for State OLYMPIA (AP) Construction of the proposed Northern Tier Pipeline Co. project would assure Washington a secure supply of petroleum, and possibly eliminate most crude oil tanker traffic on western Washington's inland waters, says a company spokesman. In testimony prepared for delivery today before a Washington Energy Facility Site Evaluation Council hearing, Northern Tier Vice President James Hodge also said the line would create a $2.9 million annual payroll in Washington. The contested case hearing is expected to last four to eight months. It is the final phase of a state permit process that began when Northern Tier filed its application in July 1976.

Following the hearing, the council will recommend either issuance of a permit or rejection of the application. Gov. Dixy Lee Ray then has the power to accept a recommendation to issue a permit or decide to deny it. However, she would not have the power to override a rejection recommendation. The Northern Tier proposal has undergone several changes since 1976 and wasn't put into final form until late last year.

It now calls for a submerged pipeline running under Puget Sound from the Port Angeles area, across Whidbey Island and then east to Clearbrook, Minn. Opposition has been vigorous in the Port Angeles area, and environmentalists also voiced strong protests. However, the Northern Tier plan has received the endorsement of U.S. Interior Department Secretary Cecil Andrus. Hodge said at a Wednesday press briefing that the Washington permit is the last major hurdle for licensing of the pipeline, since Minnesota and North Dakota have already granted the "core" permits and the permit process is nearly complete in Idaho and Montana.

Raids Hit 2 Cities HELENA (AP) Federal agents conducted simultaneous raids Wednesday on suspected bookmaking operations in Great Falls and Billings, the Internal Revenue Service said Wednesday night.

IRS spokeswoman Joan Kennedy of Helena said 23 IRS agents carrying search warrants seized suspected bookmaking records and gambling paraphernalia in both cities. The warrants allowed searches of four people, two businesses, three homes and four vehicles. No criminal charges were filed against thoseinvolved in Wednesday's raids, Ms.Kennedy said.
