Wash. tAPiAn Atomic Energy commission proposal to expand the program of nuclear power development will have little, if any, effect on the nuclear-steam power plant at the Hanford Atomic Works at nearby Richland.

This is the view of Owen Hurd, managing director of the Washington Public Power Supply System which will build the plant. Hurd said yesterday the AEC proposal was directed toward a completely different type of program. making atomic energy a competing factor in the power industry. The steam plant. he noted, will convert waste steam into power.

Thus the power is a byproduct of atomic energy. rather than a direct benefit. If the AEC's urgings are accepted. Hurd said, they could ohcourage experimentation in the field and may speed lip by several years the time when atomic pm4er will compete with other sources of electricity. AEC made its proposals Thursday.
