Gov. Kenneth M. Curtis Thursday appointed seven persons to the committee. Five were appointed by the Senate President. The panel was established by a legislative order passed last winter which said additional demands for welfare, education subsidies and changes in the method of school financing were posing a "grave challenge" to the existing lax which already was tapping all major sources of revenue.
