If it was for a Principal Door keeper ne would be for it, as it was the custom for that officer to attend, but he did not think it right to pay assistant doorkeeper, as ne came there an applicant for ofiee. He could see no more justice in paying hia expenses than those of any other 0fflce-eker. And so far as be knew, the State no right to be paying the expenses of any of- flee seeker. The State waa not so rich that it could afford to be giring away money to every body who wanted it. There was no call tor the Assistant-Doorkeeper, in Raleigh, and he had no reason to come but mat he was seeking office.

Members should not let party decide this matter, if any just precedent for it had been set, be vroald not care for it. There were already too many pensioners on the Government.

Mr. Hargrore read a auction from the Revised Code. Mr. Kerr thought, according to the law, the Doorkeeper continued io office. Mr.

Caldwell, of Burke. The gentleman has misunderstood the act, as read. It says, that the keeper of the Capitol, shall employ two or more persons to keen me Hall in order, and the law provided for their par. The House had nothing to do with it. If Mr.

Wright had been employ ed by the Keeper he was entitled to pay, but if he had not, hi bad no right to pay from any one. Instant pursuit was made by several parties, and a reward of S2, 000 was instantly offered by Mr. J. W. Smith $1,000 was guaranteed by certain gentlemen, on behalf of the State, and $500 was added by the oorpo ration, making for the appre hension of the assas-dn.

The party in pursuit arrested Ward in Jack son Parish, La. He made a desperate resistance, killing one man outright, and mortally wounding another. Mr. Hill, of Stokes, offered an amendment whereby to fix that particular parliamentary rule commonly called the previous question, among tha standing rules tha House. Mr.

Kerr said ho was opposed to the gentle man's amendment. The committee had fully dis cussed and talked this matter in. their meeting, and they had concluded to submit the report as it has just bean laid before the House. The previ question, everywhere it bad been used in this" country, was made an instrument of tyranny. If could be carried on as in the English Parliament, where a member forfeited his claim to being gentleman, if ha used it until a question had been fully and fairly discussed, then it would do.

But his observation, and that of other gentleman saw before him, would testify that it often de prived me minority or such privileges as they held in equal right with the majority, no matter how Urge it might be. One whom all the House venerated, had ODDOsed this measure in Conoress naa mere saia iuu wnst ne naa said nere in substance, that if it could be used as in England, would be an efficient instrument for the dispat business, but at it was used, and as it would be this country, of all tyrrannical rales that giring a majority the right to crash down all opposition by a call for the question was the most tyran nical.
