The Adtlre-s from the Baltimore Cnnvfcittion is a noble paper, one that should be read bv every every freeman in the United States. We shall publish it entire to-morrow in the Post, and have it ready for sale on an extta sheet at the same time.

On the Ftrtf Ptige of the Fashions, and some account of the origin of the Opium difficulties in China. C' lrrefponUciice of ih Bo-tor Mn'nlng London April, 1840. Dear last was dated 28 February, per British Qne-n. sinca which no event of any great imnnrtance has occurred on this side the Atlantic. We have had various tmors of wars, but the prevailing opinion is that the pence of Europe will continue to be maintained.

Several London journals have asserted, for the last ten that the King of Naples having retjue'tcd the medi.ation of the King of France it) his dispute with En-land respecting the sulphur question, the same had been bv the British Ministry, and that every difficulty would be soon ad- is'ed. It IS also asserted, a few days since, that Great Britain had made a proposal to America to the Boundary Question upon the basis laid down by the King oi Holland some years since, and also to pay to the State of M-tine £200 000 for the right of a certain roail between the British possessions in America. For the last two days, however, all these statemcnt.s have been denied the London journals, the conductors of which, as has so fre- leuily happened before, are now convicted of having no on these inieresiiiig subjects. The general opinion here is, that the would de- pre -aie a war with the United ates, and that, indeed, were it otherwise, ihe House of could never be per'uaded to declare war against a nation which lias proposed to refer the question in dispute to ail arbitration. It imut be recollected that the reformed House of Coiomons of 1840.

is very differently con'tituled from that of 1812, when the leader of that House bad at hisdi.sposal sixty votes of members returned by the Ministry in addition to this, the measures which have been against China, require a large expenditure the financial condition of the country is one which points to anything rather than a state of war with America, and the question at issue is one which excites very little interest in the great mass of the people. Whatever may be the real opinions of the Ministry as to the justice of the American rlf.ims, it would be to expect a very extraordi- nuiy degree of public virtue on the part of any English admini-iraiioii, for them voluntarily to give up a single acre of land, which is asserted to belong to the sacred soil of Britain Such a measure would be immediately followed by the denunciations of the opposition, who would thus be enabled to drive them Iriun office. This is the true reason why this dl.s- piued question has remained unsettled for the last fifty years nor can any one easily suppose it can ever be adjusted in any possible manner, except by ar- by which the above named obstacle is removed. We have dates from New York to 8th April, and they are considered as very unfavorable as respects the internal condition of the United Siates. Indeed confidence in the stocks and engagements of the Americans is daily becoming less, nor can this excite any surprime in one who calls to mind the event' of the past three years.

The facts that a Bank, which, only a few years since, was in partnership with ihe Gttvernmeni of the United States, and which, for a put of twenty itselt (to use expression of Mr Jaudon.) on the very pinnacle of has liled. after having made use of the most shameful subterfuge.s and malpractices that a majority of the States have coniractetl debts which amount in the asgrceate to the debt of the Revolution, and that they have not, in some made any provision foi the payment of even tne interest that one sovereign State, numbering a ninth part of the people of the United States, noi long since, actually stop pavment, and. what is much more disgracetul, resume payment only by borrowing the money required of the very criminals, who'n iis duty called upon it to u'e arraigned for trial and condemnation that twice since April. 1837, nearly ihe whole of eight hundred banks have suspended specie payments, thereby robbing the nation of millions of money, and that, up to ihis very there has not been found moral courage enough, in a single one of our Legislatures, to es 'cuie the laws and to inil cl (he penaby incurred that to this date not a single State the Union adopted ihe only measure which ran redeem ran credit, the imposition of taxes upon the people. That facts like these should have a depressing inflti- et.ce on American credit in Europe, can surely excite the surprise of none.

Persons, jndced, of reflection have given up the expectation of receiving favorable accounts (roni Amciica, prosperi can be founded on a rurrewy and uniil that point is plined, all semblance ef improvement can be but illusory and We have heavy arrivals of cotton at Liverpool, an p'ices be ng low, the mills Lancashire are in full woik. The lady had a settlement of £30,000 on her marriage, the income of which is to have exercised too powerful an infl lence on the avaricious propensities of the doctor, and to have induced him to place himself in his pre- aent unenviable situation.

Money is now become plentiful in London, on short lime, ami a very considerable improvement ha', therefore, taken place in the prices of many of the securities of this country. So soon a.s the Maine boundary question disposed of, the same improvement, to a limited extent, will, no doubt, apply to American securities. U. S. CIRCUIT COURT.

An immense meeting was held at the Court House in Robertson County, on the 2d instant, where Governor olk addressed his fellow citizens in a masterly manner for ttvo hoars. The Lion of Western democracy has started from his lair, and he will traverse the country with an irresistible step.

But, although the ans- tocrats may dazzle the of the they are used to call them, with the glitter of their diamonds and gold, they cannot dazzle menls by such sophistries as they now bring to operate upon them. The whigs, who have the learning anti all the seem to have become stultified with hard cider, or something wor-e. They cannot even write tolerable grammar.

The shrewd, hard-working friend of ours the other day remarked, that the probablerea- son why the British whigs now seem disposed to make the people believe that living in log cabins and eating corn bread are the most desirable of all modes of existence, i-, that they are conscious that their principles, if carried out, will reduce the men to that and they want to prepare them for the change. Democratic Meeting in Barre democrats of Barre held a meeting thereon the 11th inst, at which a series of patriotic resolutions were adopted from which we copy the Resolved.

That the present system of electioneering by the whig party is based on the genuine federal doctrine of contempt for the people; and the whig leaders, finding the people are a.s liule likely to be bought as to be driven, are now trying to coax them to swallow blue-lieht doctrines by hurras and log cabins, crackers and crowing, and hard cider. Extensive preparations are making in Barre for the celebration of the next 4th of July. The Essex Banner, a first rate democratic paper, printed at Haverhill, has been lately enlargpd, and improved in its mechanical appearance. With the aid of the Banner, the Salem Advertiser, and the Lynn Record, old Essex vvill be enabled to give a good account of herself next November. They next that there was no medicine chest on board but the captain upset this, by showing them the chest. Still they refused, and Capt. Sturgis, of the Revenue Cutter, was sent for, and to him they raised a new objection, that the brig was not sea worthy, as her rigging was unsound. Capt.

Sturgis was of opinion that the vessel was fully equal to the voyage she was intended for, advised them to go to their duty, and, upon their refusal kittk them into ciisiuily. They w'ere brought betore Judge Davis, 'or examination, and his Honor, to make assurance doubly ordered Capt. Peirce and another gentleman, to make a survey of the brig, and they that she w'as adequate to the intended voyage. The were thereupon committed to jail to await their Inal, and have laid there six months. Judge Story charged the jury, that notwithstanding brig might be quite sea-worthy, yet if the prisoners honestly believed that she was not so, and 'hat was the true reason why they refused to go in her, this error of judgment was not to be magnified into the offence ol a revolt.

Whether they did so believe, was a question for the jury lo determine, from all the evidence, incluiing the declarations of the prisoners and, if ihe jury were not satisfied beyond a reasonable doubt to the contrary, they should return a verdict of not I he jurv retired about 12 and had not upon a verdict at 2 when the Court adjourned to 9 P. Under the charge, there is some hope for the prisoners, who have al- reaily paid a severe penalty for their conduct. Case GoouRiroE, Peter Barnes, Henry Dyer, George Johnson, John Colli.ys, William F. A. Swett, and Geo Hormsbey, of the ship Adrian, were victims to sea law When tliry shipped, the Adrian was under the command of Capt. Russell, who was succeeded by Capt.

Davis, belure she was cleared. They claimed to be di.s- charged, ar.d refused duty, the strange ground, that the change of the master exiiiiguishcd iheir contract on the shipping papers, Capt. virgis wa.s fjr to reinoiisirate with them. He took with him a volume, and read lo them an extract from the law, in which it was clearly laid down that the change of the inasier did not absolve them from their contract: but this advice they persisted tn refusing, were in consequence arrested, and committed to j.iil, where they have laid since the 25ih of February. They had no couii'cl.

Sibley also gave them the same advice as they received Irmn Capt Sturgis. After the before Judge the prisoners expressed a willingness to rejoin the ship, but the owners lefused to receive them. In charging the jury, Judge Story cited a clause from their shipping papers, in the usual printed form, in which the prisoners agreed to go in the ship, whereof Capt, Russell was then present master, or sucn other person as might be appointed. This was a coup-de-grace to their case, and the jury, in a short tune, returned a verdici of guilty Judge Story left it to themselves whether they should be sentenced on some other day, and ihev expresseil a desire to hear their doom forthwith. is honor then said he should take into con- suleraiiiiu the fact that thevdni finally conclude, after the mailer hid been investigated in the court below, to go in the ship, and the fact that they h.id already 'offered a period of punishment.

For instance, Capt. Winn, for a cruel and unpreccedent imprisonment of his male in a warm climate, attendant w'iih circumstances of unmentionable agravaiion and the case of Nichols and Couch, master and mate, for beating, and torturing a sailor named Wilson, w'iiih a of goad, made out of a broken satl-needle, until he snnk under the combined effects of their treatment, and when dead was thrown overboard, without any funeral services, like a dog.
