I 71 Trail Of Scandal Left Behind When This SUNNYVALE (UPI) The city manager of Santa Clara County's second most populous city resigned early Thursday, leaving a traii of scandali in his wake. Lee Ayres, 37, tendered his resignation from his position as Sunnyvale's chief executive after an executive session of the city council voted unamimously to demand it. He will be replaced immediately by assistant city manager Tom Lewcock. "I made some said Ayers, who met long past midnight Wednesday night with irate city officials amid allegations that he had attempted to extort sexual favors from a female city hall official. Ayers did not deny reports that he threatened the director of the city hous- City Manager ing department, Ann Draper, with loss of her job unless she submitted to sexual advances.

He said Thursday he couldn't even recall details of the episode, which allegedly occurred at the Double Tree Inn discotheque in Monterey on September 28. because he had consumed "too many "I have a problem with drinking." he said. "There have been a couple or three other things happen while drinking, but nothing so awkward as this." "I decided it was in the best interest of all to tender my resignation, he said. Ayers, who is married and the father of three children, was appointed city manager in March, 1975. He successfully negotiated Sunnyvale's $60 million downtown redevelopment project and was generally regarded as an innovative financial manager.

Before coming to Sunnyvale, Ayers worked for ten years as city manager in Florida and Kansas. Ms. Draper, who is unmarried, reportedly rebuffed advances and later filed a report with the Sunnyvale city personnel office to protect herself from any further intimidation. The allegations came to light last week. After a four-hour meeting behind closed doors which adjourned at 2 a.m.

ARB Executive Officer Thomas Austin Thursday announced the district has agreed to clarify its regulations to guarantee that excessive agricultural burning will not occur again. The dispute involved a decision by the county's air pollution control officer to double the amount of rice straw burned in the county last Oct. 31 after forecasting a "storm imminent day" when turbulent weather conditions are expected to disperse a greater than normal amount of smoke and pollution. But. Austin said.

the county's forecast proved wrong and the increased burning allowed by the county caused a buildup of excessive pollution that prompted numerous complaints from residents of Sacramento and other valley areas. He said 1 Butte County officials contended the incident resulted from an error in judgment while the ARB contended the pollution control officer exceeded his authority in making the decision and violated local regulations. The ARB said a decision to allow additional burning under storm imminent can only be made when ARB meteorologists forecast a storm. However.
