2C ST. JOSEPH, GAZETTE, THURSDAY, SEPTEMBER 3, 1987 Bell tribute to Constitution slated for Sept. 17 at 3 p.m. The St. Joseph Constitution Bicentennial Commission is calling for local citizens and especially organizations, institutions, churches and industries to join in a "ringing tribute to the Constitution." The "Belis Across America" commemoration is scheduled for Sept.

17 at 3 p.m., according to Randall Jackson, local chairman. Local, state and national Bicentennial commissions are asking everyone with bells, chimes and carillons to sound them for 200 seconds (3 minutes, 20 seconds) to honor the historic moment of the actual signing of the constitution 200 years ago. During the "ringing tribute," all organizations also are encouraged to join the celebration by releasing 200 red, white and blue helium-filled balloons. At the time bells are ringing and balloons are rising, local citizens are asked to reflect upon the blessings of liberty, the ideals of justice and equal opportunity made possible by the Constitution, Jackson said. An official Bicentennial certificate will be given to participating groups.

Any groups wanting to take part, or wanting information on special Bicentennial balloons for purchase, should call the St. Joseph mayor's office at 271-4640.
