CATTARAUGUS LANDS USABLE FOR DEFENSE IF RILEY BILL PASSES Albany, Feb. 14--(UP)--Bills to regulate outdoor advertising in New York state were being studied today by legislative committees.

A measure, introduced by Senator Thomas C. Desmond, Newburgh Republican, would authorize municipalities and counties to designate any highway as a scenic highway and "regulate, restrict or prohibit" billboards other outdoor advertising devices. Another Desmond bill would give the public works superintendent powers to regulate outdoor advertising along public highways outside cities and villages. Senator James W. Riley, Olean Republican, sponsored a bill authorizing the conservation commissioner to lease to any public or private corporation certain state lands in Cattaraugus county for the manufacture of war materials on a request from U.

Defense Bonds and Stamps. DUNKIRK STEEL PLANT CARRIES ON SALE OF DEFENSE BONDS, STAMPS The Dunkirk plant of the Allegheny-Ludlum Steel company is taking an active part in the industry's drive for the sale of defense saving stamps and bonds. Hundreds of workers at the Dunkirk plant have signed up for weekly deductions from their pay envelopes, which will accumulate until an amount sufficient enough to buy a defense bond has been reached. At Allegheny-Ludlum's Breckenridge, Pa. plant, the Veteran Employees association of the company requested the privilege of buying toe first defense bonds to be sold under the allotment plan, and $300 of bonds were sold to the association the first day.

Every EV'brt Disputed Today's British communique said that every enemy effort to advance toward "the heart ol Singapore town" was being disputed by the defense troops and Japanese dispatches icknowiedged that heavy fighting still was in progress. Both sides indicated that the battle was raging now in the edge of the town, which was still under heavy air and artillery attack. The British also reported heavy fighting in the Paya Lebar sector, about three miles north of the city, apparently after losing the reservoirs in the central section the island. The Japanese claimed to have captured the naval base on the north coast.

A number of British evacuation ships appeared to have reached Java and the refugees reported that had been under heavy Japanese aerial bombardment all of way. The Japanese reported other British vessels, perhaps 30 in all, had been bombed in Singapore harbor. Chinese Aid Burma Defense Nortwarcl in Burma, the British were aided by fresh Chinese troops and by arrival of United Nations aerial reinforcements, including U. S. Flying Fortresses, in their battle along the threatened Salween river defense line.

The Japanese were attacking strongly at both ends of the 30- mile main defense section from Martaban to Pa-an, on the river, and had broken across the stream both points. They threatened the British with encirclement but were being strongly opposed in confused lighting with the outcome still uncertain. The dangers created by the spreading Japanese offensive were emphasized in Australia, where the government said that consideration was being given proposals) to recall all Australian fliers with RAF in Britain. Jap Shipping Bombed There was no new information regarding the Australian garrison fighting near Japanese-held Ra- baul on New Britain island, but an official statement said that Australian fliers again bombed enemy aircraft and shipping at Gas- mata, on the coast of New Guinea island. "Enemy fighters intercepted our planes but our attack was pressed home, starting a large the communique said.

In London, the government of Prime Minister Winstdn Churchill was in grave danger as a result of the set back at Singapore and the successful dash of a German battle fleet through the Strait of Dover, but developments were ex- pested to await a speech by the prime minister in the house of commons next week. In Russia there was no definite development in connection with the Red army drive that pushed into White Russia, but military sources said that the German positions at Smolensk appeared to be more seriously menaced.
