Another 8,000 cases of missing children remain unsolved one year after they are reported, she said. Riley, who said he's become sessed with the case and stays awake nights thinking about it, said the intensity of his investigation will not die down now that the girl has been buried.

"I still drive by the house and cruise the neighborhood she was found in every day," Riley said as he returned to his squad car. 'There's no statute of limitations on murder. I'll never stop looking for the guy who did this." The Rev. John Hcyward who gave a brief eulogy, said, "I come to cemeteries often during the year, but this is the most difficult time ever. "The unknown," said Heyward, who is a Methodist minister, "really grips you." KANSAS CITY, Mo.

A former Blue Springs, man has been charged with mail fraud for allegedly faking his drowning during a 1981 fishing boat accident iy months after purchasing a $250,000 life insurance policy. The government said the wife of Carroll Wayne Baumgarner, 46, the alleged victim, filed a claim with the Farmers New World Life Insurance Co. and was paid $250,000 last December. An FBI affidavit said Baumgarner disappeared Oct. 9, 1981 during a fishing trip with his brother to the Key River area in Ontario, Canada.

A report filed with the Ontario Provincial Police by Baumgarner's brother, Thomas Baumgarner, said Carroll Baumgarner apparently drowned when their boat struck a shoal and he was thrown from the boat. 95" 1 A.ioclaled Pr ST. LOUIS The, flowers on the white, cloth-covered casket were a simple arrangement of daisies, mums and pine boughs donated by the funeral director. The pallbearers were four mud-splattered gravedig-gers, and no one knew name of the deceased. But police and the curious came anyway on Friday to pay their final respects in a gloomy mist as the headless torso of a young girl was buried in a pauper's grave on a muddy hillside nine months after she was sexually assaulted and killed.

Detective Sgt. Herb Riley, of the St, Louis Police homicide division, stood silently during the brief service, which was paid for by the city. ''It's our hope and prayer that the perpetrator will be found and brought to justice," Riley said. "I'm really saddened that no one showed up. I've been involved in the case from day one over nine months now." The girl's body was found Feb.

28 in the basement of an abandoned apartment building on the city's west end. The victim was clad only in a yellow V-neck sweater with the label ripped out. Her hands had been bound behind her back with nylon cord, police said, and an autopsy revealed that she had been sexually molested and probably strangled before she was beheaded. The head never has been found. "We've checked thousands of leads, and we've narrowed down a list of missing school children to 15 or 16 who match her description," said Capt.

Leroy J. Adkins, of the homicide division. "Maybe someone will have a turn of conscience if they hear she's been buried. "Or maybe a relative, neighbor or playmate will call the police and report that they haven't seen the girl in nine months," he said. "I just can't believe that no one has missed her." The torso, identified only as that of a black female between 9' and lO1 years old, about 5-foot-4 and weighing between 70 and 75 pounds, had been kept for identification purposes in the city medical examiner's "cold room" until the funeral.

"It was futile to keep her at the medical examiner's" said. "It was time to give her a decent burial."
