Branda Bash, a director of the Kansas City Board of Election Commissioners, says she expects no more than 40 percent of the 181,439 registered voters south of the Missouri River to vote Tuesday. Berkley has been burdened with recent scandals in the Water Department and the Public Works Department.

Still, he has received endorsements from several major political groups. Wheeler, who was mayor of Kansas City from 1971-79, has conducted a low-key campaign and has spent little money promoting his candidacy. Serviss has taken on Berkley in the city council battles during the last four years, and relishes the thought of going one-on-one with the mayor in the general election March 29. (AP) The walk envisioned by Clint Cook has ended at this southwestern Kansas town, a victim of the pain and effort of attempting the journey on a pair of crutches.

Cook, 34, of Cedar Lake, acquired the crutches after he suffered a broken pelvis, a broken ankle and massive internal injuries early Aug. 1 when he was struck by a car near Fredonia in southeast Kansas. The driver of the car has not been found. The unemployed maintenance man and a companion, Jim Witke, 40, of Lansing, 111., began walking from the Chicago area July 1, hoping to raise money for diabetes research. They had covered more than 800 miles before the accident occurred, and had hoped to reach San Francisco in five months.

The accident put Cook in a Wichita hospital for six weeks, and it took four months of recuperation at his home before attempting to finish the journey. Cook and Witke hitchhiked to Wichita to resume the walk Feb. 17. It took 11 days to cover the 120 miles from Wichita to Greensburg, compared to the 40-mile days they averaged before the accident. King, labeling cheaters within his department "like a police officer using stolen goods," says three department employees have been fired for income tax violations.

"It is my information the Internal Revenue Service is checking those fired to determine if there's any federal criminal wrongdoing," King said Monday.
