The system of appraisal of real estate now In uae In Spokane county, thereby local conditions are permitted to enter into the consideration of property In arriving at Its worth for taxation purposes, la superior to all othere, in the estimation of County Assessor A. M. Campbell.

Mr. Campbell today- opposed as too expensive a plan which has been suggested to Governor Lister by a Beattie concern which mRkes a business of flxlng land values for counties and others, declaring that while the plan might be a good one, he did not believe that It waa better than that employed here. "Values are fixed bv assessors, In consultation with local taxpayers In various communities. Mr. Campbell said.

"They are then equalized by the county board of equalization, and the values In the various counties are In turn equalized by the state board. Will Revalue Real Estate, I do not believe that the reported plan oft the Seattle company, to take the center acre in the, largest town In the state as 105 per cent, and woik out tue valuations of all rest of the property in the state on that basis, would be found as equitable a method that of flxlng the values by local men who have a knowledge of the true value of real estate." Mr. Campbell Is planning for a gen-eial assessment of all real estate of Spokane next year. "Some downtown property which waa assessed on a basla of Its epectulatlve value In 1810, when the last general assessment was made, has since decreased greatly In value, so that the assessments upon It are far from fair, Mr. Campbell said.

Some Values Low, "On the other hand, there are eome valuable residence districts which have been platted nine the last general assessment and which were acreage tracts when It was made. The assessments nq these are of course ridiculously low." Valuations on property can not be altered by the assessor this year, he said, and complaints must be taken be-for the county board of equalization, which will meet In August BRITISH TO BEGIN FALABA HEARING ON MAY 20 LONDON.
