(c) N.Y. Times News Service NEW YORK This team has great potential but I dont know yet how good it really is. So said Tom Landry, the cautious coach of the unbeaten Dallas Cowboys. However, other shrewd observers have no coachly restraints curbing their appraisals. They can speak freely.

Many already have gone overboard by unequivaocably stating that the Cowboys are the best team in the business and a likely Super Bowl winner. Football fans throughout the country will be able to form their own opinions Monday night when the Cowboys will be given national television exposure. It is to be doubted, through, that the opposing New York Giants will welcome the same exposure with as much enthusiasm. Dallas has returned to full strength, more loaded than ever before this season, but the hapless Giants will be without their best defender, Spider Lockhart, and their best ball carrier. Tucker Frederickson.

As soon as the Spider was flattened by a dislocated shoulder in Washington a week ago, the Redskins made swift penetration for the touchdown that meant a 20-14 victory. Giant fans shudder at contemplation of what Bob Hayes, Lance Rentzel Co. will do to those weakened defenses. AWESOME ATTACK The astounding thing about the Texans is that retirement snatched away from them two of their standout performers, Don Meredith at quarterback and Don Perkins at fullback. In spite of those departures or perhaps because of them the Dallas attack has assumed such awesome efficiency that the Cowboys lead the league in eleven offensive departments.

The occasionally brilliant Meredith has been replaced by his long-time standby quarterback, the steady Craig Morton. And Morton has been a revelation with a pass completion percentage of 70.4. Not since Sammy Baughs best season of 1945 has any passer had so high an efficiency rating. The hardworking Perkins has been replaced by Calvin Hill, an Ivy Leaguer from Yale, of all things. This rookie merely has ripped off 412 yards in five games to be the ground-gaining leader in the league, a sure shot to make the exclusive Thousand Yard Club before the season is over.

How good is Hill? He already Is being compared to Jim Brown of the Cleveland Browns, the paragon of all fullbacks. Hill has the same lateral movement, the same speed and the same sense of balance. He also has the same size at 6-3 and 228 pounds. And Hill also can block, which Brown couldnt or wouldnt do. Week after week Landrys eyes kept widening as he watched his sensational rookie in action.

By the third game he was asked point blank if he could trade the untouted Hill for the well advertised 0. J. Simpson. Tom hesitated and played it safe. Id have to think twice about it, he said cagily.

In the fifth game Hill played only the first half against the Eagles. In that brief time he gained 91 yards rushing, 71 more catching passes and 44 more throwing them. It was the convincer and Landry tossed discretion to the winds. I wouldnt trade Hill for anybody, said the Cowboy coach. He might be the best ball carrier Ive seen in 20 years of pro footbalL Not only has the Yalie given a venomous pungency to the Cowboy running game but the threat he constantly poses has helped the passing attack as well.

Hayes made that discovery last week when he returned to action after missing the first four games. HELPS HAYES Hill has the' linebaker on my side so scared, said the Olympic sprint champion, that the linebacker doesnt dare leave his spot to help the cornerback cover me. So Hayes caught four passes for 92 yards and a touchdown. While Hayes was sidelined, the opposition double-teamed or triple-teamed Rentzel, the handsome husband of the glamorous Joey Heatherton. With Hayes back, though, they tried single-man coverage.

So Lance caught six passes for 97 yards and three touchdowns. How in the world will the undermanned Giant defenses stop that pair? Its Hill who has added a new vibrancy to the Cowboys and he has become something of an instant hero. Steve Perkins, the Dallas historian, overheard Jethro Pugh, the huge defensive tackle, offer a tip outside the stadium to an inquiring fan who wanted to know how he could identify Hill You cant miss him, said the man-mountain, tongue in cheek.
