Make your feed indoors with the push of a button HARRISBURG (AP) Ignoring threats of a veto, the Bouse has presented Goy, Shapp with a bill that would put welfare department regulations under tight legislative scrutiny. The House voted 131-59 Thursday to force the department to turn its rules and regulations over to the legislature for modification. Shapp has called the bill an infringement on rights of the executive branch and welfare officials warn it could jeopardize federal welfare grants to Pennsylvania. House Democrats were split on the measure, with most urban Democrats against it and upstate party members for it.

Every Republican on the flood supported the welfare controls. The measure would require that welfare officials as- New Mix-Mill Feed Processing Center semble all their regulations said to fill thousands of pages and turn them over to the legislature by Jan. 1, 1973. The regulations would be put into bill form, directly onto the calendars of both the House and the Senate, without giving the regulations a chance to be shuttled into committee and never reported out. Borrowing Limits Eased in House Bill HARRISBURG (AP) The legislature has sent Gov.

Shapp a measure to revamp borrowing limitations for counties and municipalities throughout the state. The bill, approved 176-3 by the House Thursday, ends a two-month period in which local government found itself unable to borrow any money at all. The 1968 constitution mandated a new formula for debt limitations, tied to a communitys annual revenues. Debts of counties, cities, boroughs, towns and townships, until now, have been based on assessed property values. The constitutional provision became self -executing on April 23 exactly four years after the constitution was approved in 1968 and thus removed a communitys power to go into debt.

The new formula would permit a municipality to borrow up to 250 per cent of its average annual revenue over the previous three-year period. Counties and school districts would be allowed to have outstanding debts totaling 300 per cent of their income in the previous three years. Voter Residency Rule Lowered by House HARRISBURG (AP) The House has given final legislative approval to bills lowering the residency requirement for voting in Pennsylvania to 30 days. The two bills were sent to Gov. Shapp Thursday after identical 187-1 votes.

Dr. Max Euwe, the world federation president and veteran Dutch grandmaster, said Thursday night tnat if the 29-year-old American fails to appear Sunday for the start of the world chess championship in Reykjavik, Iceland, he stands to lose his rights to play for the world title not only this time but perhaps forever. SEEN AT AIRPORT Fischer was seen Thursday night at New Yorks Kennedy airport, but Icelandic Airlines said he did not board its flight to Reykjavik. When newsmen tried to question him, his bodyguards fended them off.

The next flight from New York to Iceland is tonight. But Fischer in the past has refused to fly on the Jewish Sah-bath, between sundown Friday and sundown Saturday. Informed sources in Reykjavik said that Fischer informed the Icelandic Chess Federation that he wouldnt play unless he got 30 per cent of the gate receipts. This would be in addition to his share of (he $125,000 purse and 30 per cent of the receipts from the sales of television and film rights already agreed to. COMPROMISE The Icelandic federation was reported seeking a compromise in negotiations with Fred Cramer, former president of the American Chess Federation, who is acting as Fischers advance man.

The Icelanders said they have already spent about $200,000 on preparations, and if they meet Fischers demand thev cant break even. The gate receipts probably will be considerable. Matches will be played three to six days a week in a sports palace with seats at $5 each. And the series is expected to last two months. Euwe said he didnt expect the Icelandic Chess Federation to meet Fischers demand.

He added that it would have grounds for legal action against the American challenger if he didnt show up Sunday. 'GOOD PLAYER I dont like Mr. Fischer in our chess world, said Euwe. Hes a good player but every day we are getting another ultimatum from him like this. The young American has waged a relentless campaign to push championship chess toward the financial leagues hitherto reserved for the Namaths, the Hulls and the Seavers of professional sports.

The result: less hesitation due to poor fuel distribution. And it will continue to work as long as Efficiency Gasoline with HTA is used. 9. Does HTA continue to work for me if I switch to another fuel? The effect of HTA on the manifold walls will disappear within one or two fill-ups with gasoline not containing a distributionimproving additive. 10.

HTA (the name is derived from a complex chemical compound in the additive) can provide more even distribution of that fuel to the engines cylinders. More even fuel distribution can reduce hesitation, lower hydrocarbon emissions and give a small but real increase in mileage. 5. Why does hesitation occur more frequently in late-model cars? In older cars, when the special plunger in the carburetor is working properly, enough gasoline is injected so the amount that gets hung up on the walls isnt missed. In other words, theres more than enough fuel to go around.

But in 1 968 (1966 in California) and later models, less gasoline is being squirted in when you accelerate. (This is one of the many modifications to engines to help reduce exhaust emissions.) The result isthat the part that gets hung up is missed. Some cylinders momentarily dont get enough fuel to provide the power needed for rapid acceleration. This can cause hesitation. 6.

Why does hesitation occur in some cars and not others of identical make and model? Because of manufacturing tolerances, the small plunger in the carburetor can deliver more or less fuel on acceleration. Those engines receiving less fuel are more apt to hesitate. 7. Is there any reason why a mechanic can't adjust the little plunger to squirt more fuel? To do so would result in some cylinders getting even more fuel than they can bum efficiently. Some of the excess would go out through the exhaust as unburned hydrocarbons and this could violate the idea of the emission control laws.

8. How does the Esso additive HTA help cure hesitation? I HTA reduces the wettability of the manifold walls by gasoline. This reduces the ability of gasoline to cling to these We cant guarantee our gasoline will help clear up your hesitation problem. Because sometimes its a purely mechanical problem that no gasoline can do anything about. But in many newer cars, hesitation is caused by a skimpy flow of fuel.

Its the result of stringent emission controls built into all cars since late 1967. And our HT A additive was specifically formulated to help correct this kind of hesitation. Can it? Yes. But a lot of people still dont believe it. hey ask a lot of pointed questions.

Hesitation can occur if the gas pedal is pushed down rapidly when the engine is idling or running at moderate speed. Instead of smooth acceleration, the power sags momentarily and the car falters or hesitates. Hesitation can be caused by purely mechanical problems or it can be related to fuel distribution. 2.

What mechanical problems cause hesitation? Electrical problems, a malfunctioning distributor and slippage of the transmission are examples of mechanical problems that can cause hesitation. Gasoline cant help cure hesitation caused by ftese problems. J. When Is hesitation caused by poor fuel distribution? Poor fuel distribution is at fault if not enough gasoline is getting through to all of the cylinders. Heres how it happens: when you step on the gas, a small plunger in the carburetor squirts additional fuel into the air stream in the carburetor.

This extra squirt of fuel is needed to provide the power for rapid acceleration. Some i the gasoline, however, has a tendency to cling momentarily to the rough walls of the intake manifold on its way to the cylinders. If too much of the fuel clings to the walls, some cylinders will literally starve." I -1 Peifer Elected Head Of Insurance Unit J.
