Rogers conferred today with Lebanese leaders before flying on to Egypt to begin the most crucial phase of his Middle East peace mission. He was understood to be carrying a message from President Nixon to Egypt's President Anwar Sadat.

U.S. sources said Rogers himself would refuse any requests by the Egyptians to put more pressure on Israel to reach an agreement on reopening the Suez Canal for fear of making the Israelis dig in their heels against further peace moves. Open pit measure is before House; insurance tagged (Continued trom Page One) ay voted to pass legislation aimed at giving consumers more ammunition against insurance companies engaging in unfair practices. By a vote of 188-1 the chamber approved and sent to the Senate a bill which would impose strict penalties against companies which engaged in these practices: Misrepresenting policy details, failure to settle in good faith when liability was clear; failure to act promptly upon or acknowledge claims, and offering for settlement amounts not made in good faith. The state insurance commissioner, if he found a company guilty of violations, could suspend, revoke or refuse to renew the firm's license or could fine it up to $1,000 per violation.

The House also saw the introduction of a new narcotics code. Rep. Milton Berkes, D-Bucks, is prime sponsor of the new code but almost 100 House members joined in its introduction. The proposed new code has the approval of Gov. Milton J.

Shapp. The two-bill package includes a proposal to establish a council on narcotics and alcohol to coordinate all programs in the commonwealth and a complete recodification of the law to establish new control and treatment procedures. The latter bill has a provision which reduces the penalty for possession of marijuana and also specifies an increase in the number of narcotics control agents. An appropriation of $10 million more than the $5 million now being spent on drug and alcohol control also is included. A proposal to change the current child labor laws to permit youths 16 years of age or older to work in hotels or restaurants where alcoholic drinks are served also was approved in House.

Rep. Wendell R. Good. R-Erie, sponsor of the proposal. said it would enable many younger people to obtain jobs in such establishments.

The measure provides they may not work in the area where the drinks are dispensed. I BERLIN (UPI)-The retirement of Walter Ulbricht as Communist party chief unlikely will produce much change in East German policy. The successor to the man who built the Berlin wall is just as hardline a Stalinist as Ulbricht is. Ulbricht, 77, resigned as party first secretary Monday because of age and ill-health. But he retained the powerful job of chief of state and was named to a new and apparently honorary post of Communist party chairman.

His hand-picked successor 58- vear-old Politburo member Erich Honecker, made it clear there would be little change in East Germany's hard-line politics. Indian students object of probe WASHINGTON (UPI) -The Senate Hunger Committee was told Monday that Indian school children in Okiahoma are dunned in front of their classmates for money to pay for their federally subsidized school lunches. Chiidren elsewhere, according to the testimony, are denied report cards or refused promotion until their lunch bills are paid. Those charges came from Barbara Bode, program director of the nonprofit, privately supported Children's Foundation, which monitors the federal program. Miss Bode's testimony prompted Sen.

Henry Bellmon, to send a telegram to Dr. Leslie Fisher, Oklahoma Superintendent of Public fustruction, to ask for his "immediate response to this criticism, including an explanation of any corrective action taken or contemplated."
