New season 'Public television is now available to Bakersfield over the air on translators, as well as on cable, this was not the case when we began this application process THE SENTINEL STAFF FRESNO Public broadcasting stations KVPT, based in Fresno, and KCET, based in Los Angeles, have signed an agreement to end their individual competitive applications to take over channel 39 in Bakersfield.

The applications currently are before the Federal Communications Commission. At the present time, channel 39 is licensed to Univision, which offers Spanish language programming to the community. KVPT now provides and KCET soon will provide over-the-air service to the Bakersfield area through television translator stations. KVPT broadcasts on channel 65 and KCET will broadcast on channel 67. Of course, He and She fight like cats and dogs, but hey, you know theres this SEX thing. If you think this sounds perilously like ABCs Moonlighting and its Blue Moon Detective agency, you may be onto something. Nevertheless, the scripts are bright, clever and funny and theres a fine chemistry between the romantic leads. If the writers can pull Moon Over Miami out of its genre, it will stay fim to watch.

CBS THE TROUBLE WITH LARRY (premieres Aug. 25 preview not available): Bronson Pinchot, the ditzy shepherd from the bizarre Perfect Strangers, stars in a comedy about a colorful adventurer, missing and presumed dead for 10 years who resurfaces and moves in with his former wife (Shan-na Reed), her new husband (Perry King) and the daughter he never knew (Alex McKenna). THE NANNY (October premiere to be announced): Ran Drescher, who brings a great deal of wit, intelligence and joy to her portrayal of a Jewish-American Princess, stars as the nanny to the three semi-spoiled children of a successful Broadway producer (Charles Shaughnessy). Sadly, shes the only character of any depth and gets stuck all too often in the earthy, reality-principle problem solver role. You know, the kind of humorous person who could solve world hunger if wed just pay attention.

The Nanny is underemployed. SOUTH OF SUNSET (October premiere to be announced; preview not available): Former Eagle Glenn Rey plays a private eye ex-movie studio security chief who teams with hip-hop sidekick Aries Spears for action and adventure. NBC NOW (premiered Aug. 18): Weekly newsmagazine fronted by Nightly News anchor Tom Brokaw and Today" co-anchor Katie Couric. Thea has two sons, played by genial, good-looking young actors Adam Jeffries and Jasson Weaver.

The elder is a good boy and the younger animated the pilot episode by sneaking out of the house to compete in a local video game championship. When hes caught, Theas discipline is firm, loving and overweeningly fair. So who cares? Even the so-called working poor will tell you its not easy and its not dignified and its definitely not funny trying to raise your head above the poverty line. Please, all you rich Hollywood producers, no more food stamp comedies. Youre not qualified.

JOES LIFE (premieres Sept. 22; preview not available): Peter Onorati (Civil Wars) stars with Mary Page Keller (Camp Wilder) as an unemployed auto mechanic who choses the stay-at-home Mr. Mom" role while his wife works. Created and produced by Bob Myer (Roseanne). GRACE UNDER FIRE (premieres Sept.

22): Standup comedian Brett Butler stars as Grace, a recent divorcee and refinery worker whos struggling to raise three kids, ages 7, 5 and 14 months, and maybe, just maybe, have a nice date once in a while. Its not the sex Grace misses. Its the dinner, companionship, and the nice nap. Her biggest enemies are stress, fatigue and gravity. She looks like shed enjoy a short beer in a Flintstones jelly glass, and her three kids are small, sweet and vaguely sticky looking.

This ones a winner. MOON OVER MIAMI (previews Sept. 15; began this application process. When the FCC elected not to award the channel 39 license to either station, but rather to have a competitive hearing, we felt it was in the best interests of the community not to go forward in a prolonged legal process which would drain both our stations resources. Channel 39 in Bakersfield will remain licensed at this time to Univision.

The changes are, however, forcing the station to reduce its broadcast hours. The station reports that a new klystron will be installed, allowing the station to deliver multiplexed sound and video, improving picture and sound quality. Since Monday, the station has limited its hours to 8 a.m. to noon Monday through Friday and Sunday from 7:30 a.m. to 11p.m.

The last time the English rock group hit Hollywood in a big way was during an impromptu parking lot concert in 1988 to promote their album Big Thing. They lured 5,000 fans to that performance and snarled traffic.

On Monday, they showed up to unveil their star in the Hollywood Walk of Fame before a screaming throng of 1,500 fans, many of them setting up key vantage points hours earlier. The star embedded on Vine Street is alongside the star dedicated to John Lennon. The Duran Duran plaque, the dedicated to a celebrity in the Walk of Fame, was sponsored by Capitol Records. When you walk past our star, singer Simon Le Bon told the screaming teen-agers, make sure you are smiling at us because well be smiling back at you.
