First, the live marathon broadcast, which began one Saturday and ended Sunday, on the eve of today's Democratic convention in Miami Beach, did indeed raise a considerable amount of money for the party. Second, while the sensibilities and dignity of many viewers may well have been offended by the method of asking for the cash, a telethon is a curiously fair way to appeal to anyone, of any class, in a democracy.

There is something bizarre and circus-like about a telethon, as there is about conventions, and, for that matter, about many aspects of democracy LIVE! ON STAGE! George McGovern's threats to bolt the Democratic party i if denied the nomination because of the California credentials challenge was emphasized by his repeating the threats even after the U.S. court of appeals ruled in his favor. Although his campaign organization at that point was euphorically confident the Supreme Court would not overrule the appeals court's decision to return 151 delegates to him, McGovern was coolly intransigent in a remarkable interview last Thursday with the Gannett newspapers. "I don't want the people to be shocked or surprised, if this California steal were allowed to stand, if Iwere to leave the party," he declared.

"Obviously, I wouldn't have anything to do with a party that would permit that kind of injustice to stand." In that Washington interview two days before his departure for Miami Beach, McGovern removed any doubt that his bitter reaction to the credentials committee decision was a mere emotional outburst, Rather, McGovern was evenly telling his foes in the party: no matter how bad you think my nomination will be, denying it to me will be worse for you, Whether this unprecedented ultimatum wins or loses votes for McGovern cannot be accu- Fischer Inspects Chess Site REYKJAVIK Iceland (UPI) American chess challenger Bobby Fischer slipped into the Reykjavik sports arena before dawn today for a minute inspection of the facilities provided for the start of Tuesday's championship match with world titleholder Boris Spassky. Without doubt, however, it has heightened Democratic polarization as the party gathers for its strangest convention. By his own strategy, McGovern has made yet more difficult -convention party unity. McGovern's strategy is partly pragmatic. On the eve of the court of appeals decision, panicky McGovern aides feared the stop- McGovern movement might just succeed. The threat to bolt the party was intended to terrify his foes.

With the court suit still in doubt at the time of McGovern's Gannett interview, he wanted to preserve the threat's credibility. But a similar threat was issued by McGovern in his Life magazine interview, recorded before the credentials committee action. Thus, apart from the California challenge, McGovern was serving notice that it is too late for the old guard to stop him and his militant young cadres; the party must choose between him and chaos. McGovern's top advisers were unanimous in advocating this hard line. His June 29 threat to bolt the party was spontaneous anger but represented his entire staff's advice "to get tough with the party," as described by one lieutenant.

The -tough policy has yielded some success. Two of Sen. Hubert Humphrey's leading liberal money men late last week urged him to avoid bloodshed by endorsing McGovern. Some avowed supporters of Sen. Edmund Muskie most surprisingly, Gov.

Kenneth Curtis of Maine would like him to quit. But in other instances, the strategy had an opposite effect -particularly on the Humphrey and Muskie staffs. Berl Bernhard, Muskie's campaign director, was infuriated Friday by a published report that he and Muskie backed out on a deal for McGovern to pay Muskie's campaign debts in return for his 'SMOKE-IN-SMACK' was conducted by segments of groups attending the Democratic National Convention with the purpose of legalizing marijuana. 'Smack' among users isa derrogatory term for heroin. Al Dziuk, counts money for purchase of marijuana and also campaigns as vice presidential candidate.

Kennedy Sailing Off Cape HYANNIS, Mass. (UPI)While others worried about the credentials fight and his name was bandied about as a possible candidate at Miami Beach, Sen, Edward kennedy went sailing off Cape Cod, Hyannis was beseiged by reporters awaiting word from the Kennedy compound on developments at the Democratic National Convention in Florida. "There is no way I will take the vice presidential nomination," Kennedy said Sunday. "I owe it to Joan (his wife), the children, my mother and sisters. There is no way I will take the nomination." Kennedy's wife went to the convention, and appeared at the Democrat's national telethon, She said her husband was not a presidential candidate and the decision was "final" However, Kennedy has been unable to dampen speculation all year- despite constant disavowals of his candidacy- and his name is still cropping up.

Whether fear or resentment counts for more will not be known until convention roll calls begin. But McGovern's strategy has heightened a polarization inside the party that far transcends habitual factional feuds. By no means is this polarization all McGovern's responsibility.

When black militants invaded a routine meeting of the contee Friday, national chairman Lawrence F. O' Brien was whisked out by worried security men, then returned to hear demands that "poor people" be given one-third of the seats on the convention floor. Unfair though it is, any invasion of the convention by black militants would hurt McGovern because, in the words of an Eastern governor, "those people are identified with McGovern." But perhaps that would not be so had McGovern, during the weeks since his critical victory in the California primary, broadened his base and sought party unity as originally intended.
