The typical McGovern dele gate will pay out $485 plus meal costs- $200 for a bargain roundtrip air ticket, $160 for a room and $125 for a special assessment to finance overhead. The total bill for California at the convention will be at least $215,000. The McGovern delegation has pegged its costs at $155,000 and by late Thursday had raised only $125,000. The State Central Committee fi-gures spending between $60,000 and $75,000 most of it paid for by convention-goers. It is a mixed bag delegation that will represent the nations most populous state at the Democratic national convention starting Monday-a far cry from the previous contingents comprised primarily of well-heeled middle class white males. The 271-member McGovern delegation is 18 per cent black, 18 per cent Chicano, 36 percent under age 30, 5 per cent senior citizens and 48 per cent women. But the party is paying a price for its diversity, a key to the reform aimed at bringing more young people, women, minorities and the poor into the convention process. Half McGoverns California delegates are regarded as politically indigent and are being financed at least in part by generous wealthy donors "fat cats as they sometimes are called.

"The way the bill is written, he added, "only non-profit and governmental agencies can employ them. The program pays their salary, but the delegate agency, such as school, city, county, welfare department, churches, YMCA, hospitals, law enforcement departments, must agree to provide supervision and job placement. There are 300 youngsters from ages 14 to 18 participating in the program this summer. They are allowed to work 26 hours each week.

The winter program or school-term program is set up to permit students upto 10 hours each week while they attend school. A third program, the out-ofschool plan, is designed to increase employability by providing work experience, counseling, remedial education and training that will result in the hard-core drop-outs return to school. In commenting on the problem of building abatement.

City Attorney Henry Leckman stated that the public has been very cooperative in working with the city on building abatement. The main problem, according to Leckman, is finding a company to remove the buildings at an economical cost to owners. Thats the message of the Tulare and Kings County Manpower Survey prepared by the State Human Resources Development Department to discover economic prospects until 1975. The high school student who wants a satisfying and well paying job in the future is well advised to complete his high school education.

Technological progress has created more positions requiring high levels of education and vocational, technical and professional preparation, but has at the same time reduced the need for semiskilled and unskilled workers, the survey says. Although the survey covers most significant occupations, special emphasis was placed on examining job opportunities open to students in vocational training programs in high schools and community colleges. "This emphasis was considered essential since unemployment among youth is a major concern in the two-county area, the report stated. The major occupational trend in the two counties during the 1970s is toward white collar jobs, according to the survey. It used publications of several government agencies and mailed questionnaires and interviews of employers to record the statistics.

Industry projections and estimates of new jobs seem to indicate a rise in such areas as government, medical and health, manufacturing, agriculture and trade. Specifically, some of the jobs that will increase are clerks, salesmen, teachers, farm equipment operators and mechanics, prqcessors (oil, rubber and chemicals) and truck drivers. The general trend centers around skilled areas and service occupations such as waitresses and service station attendants. Kings County, going along with a national trend, sports an unemployment curve that rose in the early 60 dipped to a low VUn 1966 and rose to 6.0 per cent in 1970. Although there were 2,125 more jobs available in 1970 than in 1960, there were 325 more jobless.

Total employment increased by 16.2 per cent in Kings County between 1960 and 1970. The opening of Lemoore NAS, the construction and opening of a major manufacturing plant and the increase in school enrollments were responsible for most of the 10-year gain, the survey said. According to the survey, The future could hold a greater rate of economic growth. One major factor will be completion of Interstate 5 since Kings County will be midway between San Francisco and Los Angeles. Another factor will be the availability of water from the West Side Canal which will permit more intensive agriculture.

By 1975, an estimated 2,100 new jobs will be added in the county assuming present trends continue and activities at LNAS remain near the present level.
